March 25, 2025 St. Anthony Council Work Session - 2 <br /> <br /> <br />Anthony Village Energy Action Team, Partners in Energy Process, Climate Plan Informed Energy Action <br />Plan, Plan Development Steps, Vision, Goal, Focus Areas, Energy Efficiency Strategies / Tactics / Lead / <br />Timeline, How are We Going to Get There, and Implementation Support. She showed examples of what <br />was done in some other communities. <br /> <br />Councilmember Jenson asked about the implementation plan and if 6 months was realistic. Ms. Weck <br />stated planning is 6 months and implementation is 18 months for a 2-year plan. <br /> <br />Councilmember Doolan stated this is good information and a great effort. She asked about the business <br />opportunities being later and why wouldn’t that be prioritized earlier than the residents. The impact of <br />business energy use is larger. Ms. Weck stated it is important to make the community aware of the plan <br />in the residential sector, and businesses come after that. Businesses pose the biggest challenges. Ms. <br />Sophia Troutman stated this program focuses on small- to medium-sized businesses. This takes a little <br />longer. <br /> <br />Councilmember Jenson referred to what other communities did and asked what the results were of <br />those campaigns. Ms. Werk stated that some tracking information was done by the communities. <br />Results are difficult to get. Reporting is done twice a year. They encourage cities to keep statistics on <br />their own. There are over 30 communities in Minnesota participating. They share lessons learned during <br />meetings with City Councils. <br /> <br />Councilmember Randle stated he is skeptical and asked how the team would come to his house to <br />convince him. Ms. Weck stated through the use of trusted messengers. This is where the partnerships <br />come in. Councilmember Randle stated this is a big part of the program. Ms. Weck stated they want to <br />remove the barriers for people who don’t have time to get them to get engaged. <br /> <br />Councilmember Doolan asked why the Peer to Peer Learning Outreach is so late. She asked why this <br />can’t be earlier in the process. Ms. Weck stated it can be moved earlier in the plan. <br /> <br />Mayor Webster asked about the energy burden by occupancy and median income, and how people <br />make choices. She noted an example of purchasing Energy Star appliances. She asked if the Home <br />Energy Squad fee has a sliding scale based on income. Ms. Weck stated there are free energy audits <br />available for lower-income residents. In some cities, an incentive is offered by the City. <br /> <br />Councilmember Jenson stated that more electrification will be needed. There are more data services <br />moving into the State and does Xcel have the capacity to handle it all. Ms. Sophia Troutman stated they <br />are taking that into account, and it is in the plan to accommodate that growth. They are doing <br />everything they can to prepare. <br /> <br />Councilmember Doolan referred to page 18 of the plan on renewable energy and the number of <br />subscribers. She asked if this is offered to people who rent. If people are paying their electricity bill they <br />can subscribe. <br /> <br />Councilmember Jenson referred to pages 30-36 and asked if that will be further discussed. Ms. Weck <br />stated those are the strategies and referred Councilmember Jenson to the timeline in the Appendices. <br /> <br />Councilmember Doolan asked about Strategy 12 and which homes are being tried to be converted to <br />electric airforce heat pumps. Ms. Weck stated it would be electric heat to electric heat. Councilmember <br />Doolan asked if there is a strategy for converting gas to electricity. Ms. Weck stated that is in the plan. <br />4
