<br /> MEMORANDUM <br /> <br />To: St. Anthony Village Planning Commission <br />From: Stephen Grittman, City Planner <br />Date: City Council Regular Meeting for April 8, 2025 <br />GC File No: 140-01 – 25.03 <br />Request: Request for a Conditional Use Permit for an electronic (digital display) sign for <br />Faith Methodist Church <br />Project Location: 2708 33rd Ave. NE; PID - 06-029-23-31-0003 <br /> <br />COUNCIL ACTION <br />The City Council is asked to consider Resolution No. 25-026 approving a Conditional Use Permit for a <br />digital (electronic) display sign for the Faith United Methodist Church, replacing the existing ground <br />sign readerboard, based on findings as noted in the resolution and with conditions that the sign will <br />continue to meet all required operational standards and any other applicable City Code requirements. <br />BACKGROUND <br />The applicant is proposing to upgrade an existing ground sign for message displays located at 2708 33rd <br />Avenue NE. The ground sign would be located along the north side of the building, adjacent to 33rd <br />Avenue in the location of the current sign. Because a portion of the sign is proposed to include an <br />electronic digital display, the sign requires a Conditional Use Permit pursuant to Section 157.24 of the <br />City’s Sign Ordinance. <br />The Planning Commission reviewed the request at a public hearing on March 18, 2025. Comments were <br />received from two neighbors of the church via email and phone, one of whom attended the hearing. <br />Objections were made primarily over concerns related to current conditions and traffic, and concern <br />that the sign may have the potential to shine into nearby homes. Based on a review of the proposed <br />sign and the applicable regulations, the Planning Commission adopted the findings in the staff report, <br />and recommends approval of the CUP request, with conditions related to compliance with code <br />requirements applicable to dynamic display signs. <br />It is noted that the proposed sign, to remain in compliance with the terms of the CUP and City Code will <br />be required to have monochrome text only a dark background, and that City Code also requires that <br />such signs are dimmed at night to minimize glare.
