MEMORANDUM To: St. Anthony Village Planning Commission From: Stephen Grittman, City Planner Date: City Council Regular Meeting for April 8, 2025 GC File No: 140-01 – 25.03 Request: Request for a Conditional Use Permit for an electronic (digital display) sign for Faith Methodist Church Project Location: 2708 33rd Ave. NE; PID - 06-029-23-31-0003 COUNCIL ACTION The City Council is asked to consider Resolution No. 25-026 approving a Conditional Use Permit for a digital (electronic) display sign for the Faith United Methodist Church, replacing the existing ground sign readerboard, based on findings as noted in the resolution and with conditions that the sign will continue to meet all required operational standards and any other applicable City Code requirements. BACKGROUND The applicant is proposing to upgrade an existing ground sign for message displays located at 2708 33rd Avenue NE. The ground sign would be located along the north side of the building, adjacent to 33rd Avenue in the location of the current sign. Because a portion of the sign is proposed to include an electronic digital display, the sign requires a Conditional Use Permit pursuant to Section 157.24 of the City’s Sign Ordinance. The Planning Commission reviewed the request at a public hearing on March 18, 2025. Comments were received from two neighbors of the church via email and phone, one of whom attended the hearing. Objections were made primarily over concerns related to current conditions and traffic, and concern that the sign may have the potential to shine into nearby homes. Based on a review of the proposed sign and the applicable regulations, the Planning Commission adopted the findings in the staff report, and recommends approval of the CUP request, with conditions related to compliance with code requirements applicable to dynamic display signs. It is noted that the proposed sign, to remain in compliance with the terms of the CUP and City Code will be required to have monochrome text only a dark background, and that City Code also requires that such signs are dimmed at night to minimize glare. While this aspect was not explicitly written in to the original conditions of approval, it has been added for further clarity.
