SAINT ANTHONY HOUSING AND REDEVELOPMENT AUTHORITY <br />CITY OF SAINT ANTHONY <br />HENNEPIN COUNTY <br />STATE OF MINNESOTA <br />HRA RESOLUTION 25-05 <br />A RESOLUTION APPROVING THE CONTRACT FOR THE <br />REMOVAL OF UNDERGROUND STORAGE TANKS AND SITE CLEANUP AT <br />3803 STINSON BOULEVARD (FORMER BEAR STOP FILLING STATION) <br />WHEREAS,the City of St. Anthony Village Housing and Redevelopment Authority (HRA) Board <br />approved the preparation of bid documents, to solicit bids and provide management to <br />facilitate the underground storage tank (UST) system removal at 3803 Stinson Boulevard <br />at the December 10, 2024 HRA meeting; and <br />WHEREAS,five (5) bids were received for the tank removal project; and <br />WHEREAS,Rachel Contracting, LLC (Rachel) submitted the lowest bid in the amount of $59,100.00; <br />and; <br />WHEREAS,WSB will continue to provide management to facilitate the tank removal by providing <br />UST system removal oversight, soil sampling, documentation, providing management of <br />contaminated soil disposal, MPCA coordination and the Petrofund reimbursement <br />application; and <br />WHEREAS,Staff is given the authorization to sign the agreement on behalf of the Saint Anthony <br />Village Housing and Redevelopment Authority (HRA) Board. <br />NOW, THEREFORE, BE IT RESOLVED, by the Board (the “Board”) of the St. Anthony Housing & <br />Redevelopment Authority (the “HRA”) that it: <br />1)Approves the contract with Rachel Contracting, LLC to provide environmental oversight and <br />management to facilitate the underground storage tank (UST) system removal at the former Bear <br />Stop filling station at 3803 Stinson Boulevard in Saint Anthony Village, Minnesota; and <br />2)Approves WSB to continue to provide management to facilitate the tank removal; and <br />3)Authorizes staff to sign on behalf of the HRA Board. <br />Approved by the St. Anthony Housing & Redevelopment Authority this 22nd day of April, 2025. <br /> <br />_____________________________ <br /> Wendy Webster, Chair <br />ATTEST: <br />____________________________ <br />City Clerk
