According to the City’s accessory building <br />requirements, accessory buildings are required to be consistent with the exterior of the house currently <br />on the property, including color. The applicant should plan to paint the coop similar to that of the <br />principal residence. The run is to be constructed of treated lumber, with a hardware cloth (wire mesh) <br />enclosure material to minimize access from predators. <br />As noted, the applicant is requesting approval for six female chickens (hens). The City’s requirements <br />will typically specify that the chickens must all be hens, no male roosters permitted on the property to <br />avoid noise concerns. The application indicates compliance with this condition. <br />CITY CODE RELATED TO REQUEST <br />General Regulations Animals, Section § 91.56 KEEPING OF CERTAIN ANIMALS states: <br />“(A) General prohibition. Except as allowed for bees in division (B) of this section, no <br />person may keep farm animals or wild animals as defined in this code, nor more than <br />two dogs or three dogs allowed under §§ 91.01 through 91.03, or fowl, within the city <br />nearer than 500 feet to any human habitation or platted land, without approval of the <br />City Council. The City Council may, before approving or denying any request for <br />approval, request a report from the Health Officer concerning the effect on public <br />health.” <br /> <br />Section § 154.175 ACCESSORY BUILDINGS: (A)(1)(f) All accessory buildings constructed <br />after the construction of the principal building must be designed and constructed in a <br />manner consistent with the design and general appearance of the principal building. <br />Accessory buildings constructed of canvas, plastic, fabric, or other similar non- <br />permanent materials shall be prohibited, with the exception of temporary structures <br />regulated by § 154.190. <br />REQUESTED ACTION <br />Staff has reviewed the request, and recommends approval of the application as submitted. <br />1. Motion to adopt a resolution approving the request to keep six female chickens on the <br />property located at 2412 27th Avenue NE. This approval is subject to the following conditions: <br />A. The applicant shall verify that the facility is no closer than five (5) feet to the neighboring <br />property line. <br />B. The applicant shall paint the coop structure to a color consistent with that of the principal <br />residence. <br />A resolution reflecting approval is attached to this staff report. <br />ALTERNATIVE COUNCIL ACTION <br />2. Motion to deny the request for chickens at 2412 27th Ave. NE, and direct staff to prepare a <br />resolution declaring terms of the same.
