MEMORANDUM

To: Mayor Webster and St. Anthony Village City Council
Charlie Yunker, City Manager
From: Stephen Grittman, City Planner
Date: City Council Meeting – April 22, 2025
GC Project No. 140.00
Request: General Code Amendments

Property Address: 2412 27th Avenue NE

Property PID: 07-029-23-23-0028

DISCUSSION AND STAFF RECOMMENDATION
Staff has received an inquiry from the applicant on April 1, 2025 requesting a permit to keep six female
chickens at their residential property at the above address. The property is zoned R-1, Single Family
Residential, and is surrounded by single family residential to the east and west, the St. Charles church to
the north across 27th Avenue NE, and the
Haven Grove senior housing facility to the
south of the intervening alley.
The applicant has provided a diagram of
the property showing the location and
dimensions of the chicken coop. The
location is just north of the parking pad,
between the owner’s and neighbor’s
garages along the alley. The chicken coop
structure is approximately 30 square feet
in area, with an open fenced “run” of 12
feet by 8 feet, extending west from the
coop. The application identifies the height
of the coop at about 9 feet in height.
For accessory buildings, a setback
requirement from adjoining side lot lines is
5 feet. The applicant should verify this
setback as a part of their approval.

27
