Resolution 25-026 — Approving a Reguest foi <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />at <br />Zoninp, District. <br />Motion carried 4-0. <br />R-1 Sinele Famil <br />for <br />City Planner Steve Grittman reviewed the City Council is asked to consider Resolution No. 25- <br />026 approving a Conditional Use Permit for a digital (electronic) display sign for the Faith <br />United Methodist Church, replacing the existing ground sign reader board, based on findings as <br />noted in the resolution and with conditions that the sign will continue to meet all required <br />operational standards and any other applicable City Code requirements. <br />The applicant is proposing to upgrade an existing ground sign for message displays located at <br />2708 33rd Avenue NE. The ground sign would be located along the north side of the building, <br />adjacent to 33rd Avenue in the location of the current sign. Because a portion of the sign is <br />proposed to include an electronic digital display, the sign requires a Conditional Use Permit <br />pursuant to Section 157.24 of the City's Sign Ordinance. <br />The Planning Commission reviewed the request at a public hearing on March 18, 2025. <br />Comments were received from two neighbors of the church via email and phone, one of whom <br />attended the hearing. Objections were made primarily over concerns related to current conditions <br />and traffic, and concern that the sign may have the potential to shine into nearby homes. Based <br />on a review of the proposed sign and the applicable regulations, the Planning Commission <br />adopted the findings in the staff report and recommends approval of the CUP request, with <br />conditions related to compliance with code requirements applicable to dynamic display signs. <br />Mr. Grittman noted the proposed sign, to remain in compliance with the terms of the CUP and <br />City Code will be required to have monochrome text only on a dark background, and the City <br />Code also requires that such signs be dimmed at night to minimize glare. While this aspect was <br />not explicitly written into the original conditions of approval, it has been added for further <br />clarity. <br />The Planning Commission and Staff recommend approval of the requested Conditional Use <br />Permit for an electronic dynamic display sign at 2708 33rd Avenue NE with the following <br />condition: <br />
