City Council Regular Meeting Minutes <br />April 22, 2025 <br />Page 8 <br />1 <br />2 Various areas that code compliance focuses on are the health, safety, and welfare of both the <br />3 residents and their properties. Keeping significant debris in areas for long periods can promote <br />4 rodent harborage. This can have far-reaching consequences for the neighboring properties from <br />5 both a safety standpoint as well as an overall negative impact on their residences. This large <br />6 amount of debris does detract from the other well-maintained properties on this street. <br />7 <br />8 The amount of debris and household items on this property has been changing over the years. <br />9 One area that has not are the vehicles that have been parked and used as storage vessels for the <br />10 debris. <br />11 <br />12 Staff is asking that the following violations be abated at the property: <br />13 Inoperable vehicle with expired tabs and used as a storage vessel, plate AJX-683. <br />14 Inoperable vehicle with expired tabs and used as a storage vessel, plate BRZ-581. <br />15 Vehicle with expired tabs, plate AJX-726. <br />16 Any household items/debris stored on the front yard, including the driveway, which staff <br />17 will work with him to identify specific items. <br />18 Housing maintenance code items, including the rodent harborage resulting from the <br />19 violations. <br />20 <br />21 Mr. Sonterre reviewed the contact attempts (71) that have been made. <br />22 <br />23 Councilmember Elnagdy asked why it took so long to get to this point. Mr. Sonterre stated that <br />24 this type of activity was not until recently in his realm of responsibility. In the past, this was <br />25 handled by the Fire Chief. With the hiring of the new Fire Chief, the process was changed, and it <br />26 led to the responsibility falling onto Mr. Sonterre. There is a winter hold on maintenance issues. <br />27 Councilmember Elnagdy asked in an ideal situation, how long would this process take. Mr. <br />28 Sonterre stated he will come back to City Council with another tool for handling these types of <br />29 situations. He is hoping this tool will remedy the situation without it getting to this point. <br />30 <br />31 Councilmember Randle stated this is ridiculous as it started in 2021. Neighbors do not deserve to <br />32 live next to this. This is a hazard. It should not take this long of a process to get something done. <br />33 <br />34 Councilmember Jenson thanked Mr. Sonterre for the details provided. He hopes the process <br />35 going forward will not take this long to get resolved and it will be a learning experience. Mr. <br />36 Sonterre stated there were occasions where steps moved forward but not to a level of <br />37 compliance. <br />38 <br />39 Councilmember Doolan asked if there were any conversations with the residents. Mr. Sonterre <br />40 stated over the course of the time, there were 3 instances where a child came to the door. He has <br />41 never had a successful encounter with the adult owner. Councilmember Doolan stated she looks <br />42 forward to the new tool and process. <br />43 <br />44 Councilmember Jenson asked what the next step. Mr. Sonterre stated if Council approves the <br />45 letter will be sent telling them they have 30 days to remove the violations or make arrangements <br />46 to remedy the problem. If nothing happens, then the abatement process will continue. <br />10
