MEMORANDUM <br />To:Saint Anthony Village City Council <br />City Manager Charlie Yunker <br />From:Izzy Diaz, Fire Chief and Emergency Manager <br />Date:May 13, 2025 <br />Request:Adoption of the Hennepin and Ramsey County Multi-Jurisdictional Hazard <br />Mitigation Plans <br />BACKGROUND <br />In 2007,in accordance with the requirements of the Federal Disaster Mitigation Act,Ramsey County and <br />its incorporated cities entered into an agreement to jointly develop the Ramsey County Multijurisdictional <br />Hazard Mitigation Plan (MHMP).In 2010,Hennepin County and its incorporated cities followed suit, <br />forming a similar agreement to develop the Hennepin County MHMP.Both plans required adoption by <br />the respective County Boards of Commissioners and the City Councils of all participating municipalities <br />before submission to the Minnesota Homeland Security and Emergency Management (HSEM)and the <br />Federal Emergency Management Agency (FEMA)for final approval.The City of Saint Anthony,which has <br />been included under both the Hennepin and Ramsey County MHMPs in the past and present,now seeks <br />to once again participate in and adopt the updated plans to ensure comprehensive protection for all of its <br />residents. <br />The Plan is intended to serve many purposes, including: <br />Enhance Public Awareness and Understanding –to help residents of the County better understand <br />the natural and manmade hazards that threaten public health,safety,and welfare;economic <br />vitality; and the operational capability of important institutions; <br />Create a Decision Tool for Management –to provide information that managers and leaders of <br />local government,business and industry,community associations,and other key institutions and <br />organizations need to take action to address vulnerabilities to future disasters; <br />Promote compliance with State and Federal Program Requirements-to ensure the Hennepin <br />County and its incorporated cities can take full advantage of state and federal grant programs, <br />policies,and regulations that encourage or mandate that local governments develop <br />comprehensive hazard mitigation plans. <br />135
