April 22, 2025 <br />Page 2 <br />Enhance Local Policies for Hazard Mitigation Capability-to provide the policy basis for mitigation <br />actions that should be promulgated by participating jurisdictions to create a more disaster <br />resistant future; <br />Provide Inter-Jurisdictional Coordination of Mitigation-Related Programming-to ensure that <br />proposals for mitigation initiatives are reviewed and coordinated among the participating <br />jurisdictions within the county; and <br />Achieve Regulatory Compliance- To qualify for certain forms of federal aid for pre and post disaster <br />funding, local jurisdictions must comply with the federal DMA 2000 and its implementing regulations <br />(44CFR Section 201.6). DMA 2000 intends for hazard mitigation plans to remain relevant and current. <br />Therefore, it requires that state hazard mitigation plans are updated every three years and local plans, <br />including Hennepin County’s every five years. This means that the HMP for Hennepin County uses a <br />“five-year planning horizon”. It is designed to carry the County through a five-year term, after which its <br />objectives, goals, and assumptions will be reviewed with revisions being submitted to the County Board <br />for adoption and approval. <br />RECOMMENDATION <br />It is my recommendation that the City of Saint Anthony Village city council approves the adoption of this <br />plan. <br />ATTACHMENTS <br />Resolutions <br />136
