City Council Regular Meeting Minutes <br />April 22, 2025 <br />Page 6 <br />1 NineNorth Media, Collaboration with Mississippi Watershed Management Organization, <br />2 Technology Improvements, and Long Term Financial Management. The complete annual report can be viewed online at www.savmn.com. <br />4 <br />5 Councilmember Jenson asked about the entities we provide accounting services for where the <br />6 costs are paid by the entity. <br />7 <br />8 Councilmember Doolan recognized the Finance team for their outstanding work. She asked if <br />9 having a AA+ bond rating will be a benefit for the street projects. Ms. Maloney stated it depends <br />10 on the rates available. <br />11 <br />12 Councilmember Jenson complimented the annual report and the entire Finance team. <br />13 <br />14 Mayor Webster commended Ms. Maloney on building a strong team and creating a culture in the <br />15 Department. She thanked Ms. Maloney for her great leadership. <br />16 <br />B.17 Ordinance 2025-02 – Amending Sections of the City Code Relating to Administration, <br />18 Permitting and Fees, Signage, Natural Landscapes, Transient/Temporary Business <br />19 Licensing, Performance Standards, Permitted Uses, Temporary Signs, Dangerous <br />20 Animals, Recreational Fires, Nuisances, and Land Use Enforcement and Compliance. <br />21 <br />22 City Planner Grittman reviewed that before the City Council this evening is the third and final <br />23 reading of a series of proposed code amendments for consideration and discussion. This version <br />24 continues to show redlining to identify the changes from the current code, with yellow <br />25 highlighting to identify updates made for prior versions, and gray highlighting for changes since <br />26 the Council’s first reading on this ordinance on March 25, 2025. Only the first section relating to <br />27 Fees (and the ability of a permittee to request an extension) required amendment per the <br />28 comments made at the first reading. The code sections were summarized to assist in the <br />29 Council’s discussion and review. The revisions are intended to reflect City Council discussion <br />30 and direction on this group of Code Updates. Staff recommends approval of the Third and Final <br />31 Reading of Ordinance No. 2025-02. <br />32 <br />33 Councilmember Jenson thanked Mr. Grittman and the Planning Commission for working on this. <br />34 <br />35 Councilmember Doolan stated a resident sent an email expressing concerns about smoke from <br />36 recreational fires as it relates to health. Councilmember Doolan is in a low spot, and if her <br />37 neighbors have fires, the smoke accumulates in her backyard. She is thankful she does not have <br />38 asthma. She hopes neighbors are respectful of their neighbors if there are medical conditions <br />39 present. Mr. Grittman stated that material was received from the Fire Department on how those <br />40 issues are managed. <br />41 <br />42 Motion by Councilmember Jenson, seconded by Councilmember Elnagdy, to approve Third and <br />43 Final Reading and Adopt Ordinance No. 2025-02 Amending Sections of the City Code Relating <br />44 to Administration, Permitting and Fees, Signage, Natural Landscapes, Transient/Temporary <br />45 Business Licensing, Performance Standards, Permitted Uses, Temporary Signs, Dangerous <br />46 Animals, Recreational Fires, Nuisances, and Land Use Enforcement and Compliance. <br />8
