Councilmember Randle is the liaison to the Sister City <br />Organization. <br />Mayor Webster thanked Ms. Marks for her presentation. <br />Councilmember Randle stated that when he first joined the Council, he began serving on the <br />Sister City Organization. This has been his favorite organization to be involved with. <br />Councilmember Randle and Mayor Webster read the Proclamation proclaiming April 27, 2025 <br />as Salo Finland Day throughout St. Anthony Village, MN celebrating and honoring the 40 years <br />of being Sister Cities. <br />VI. CONSENT AGENDA. <br />A. Approve April S 2025 Council Meeting Minutes. <br />B. License and Permits. <br />C. Claims. <br />D. Resolution 25-029 — Regarding Renewal of Municipal Insurance Coverage and the Non <br />Waiver of Tort Liability Limits for the League of Minnesota Cities. <br />E. Resolution 25-030 — Approvin the Project Management A eement with Oertel <br />Architects for the Roof Replacement Projects at the Municipal Li uor Stores and Public <br />Works Facility. <br />F. Resolution 25-031 — Approve a Request to Keep Six Female Chickens in an R-1 Zoning <br />District at 2412 27 h Avenue NE. <br />G. Resolution 25-036 — Approving the Tib an Community Center Project at 2401 Low <br />Avenue NE, Subject to Conditions as Specified in the Applicable Resolution for Said <br />Project. <br />Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the Consent <br />Agenda items. <br />Motion carried 5-0. <br />VII. PUBLIC HEARING. <br />A. 2025 Street and Utility Improvement Projects. <br />WSB Project Manager Ms. Katie Koscielak reviewed a PowerPoint of the 2025 Street and Utility <br />Improvement Project. The Proposed Assessable Project includes: <br />Street & Utility Reconstruction <br />• Macalaster Drive from 39' Ave to Railroad. <br />Mill & Overlay Project <br />0 391 Avenue NE: Stinson Blvd to Silver Lake Rd. <br />
