City Council Regular Meeting Minutes <br />April 22, 2025 <br />Page 4 <br />1 Mr. Bill Wysocki, 2500 West Armour Terrace, asked about the quality of the pavement. Ten <br />2 years ago, the street was torn up and replaced and now we are going through this again. Many <br />of the roads were either constructed in 1999 or 2001. The characteristics of the driveway that <br />need reconstruction are attempted to be matched. The standard is a 6-inch driveway with 6 <br />inches of Class 5 under it. They try to repair curbs that may have been damaged by snowplows. <br />City Engineer Justin Messner stated West Armour Terrace was reconstructed in the early 2000s. <br />Another resident (name not recorde) spoke from the audience and said the City has been working <br />with US Internet about the turf damage that was created. There is a new permit for utility <br />companies coming into the City. <br />Councilmember Elnagdy stated she received comments from neighbors on 34. Cracks have <br />already appeared, and they asked what could be done. She also asked if payment in full for <br />assessments can be paid now. Mr. Messner stated that the crack goes through the entire thickness <br />of the pavement. The crack is there because it is a flexible pavement, and it is called reflective <br />thermo-cracking. Public Works fills in the cracks with tar material. Payments for assessments <br />can be paid in full until November 14, 2025, which will remove it from the property taxes. <br />Councilmember Randle stated US Internet really wrecked our City. He hopes the escrow for <br />contractors coming into City will make them respond to the City's needs. <br />Councilmember Doolan asked about assessments and if the option to defer for seniors is still <br />available. Mr. Messner stated that option is available to seniors or active military or disabled. <br />She asked about the crossing that will be created, and will it happen before school starts next <br />year. Mr. Messner stated it will be done before school starts but the contractor has not been <br />selected yet for that part of the project. Councilmember Doolan asked about Central Park and <br />hoped Staff is aware of scheduled activities in Central Park. Ms. Koscielak stated that work <br />cannot start until October after the sports seasons are finished. Councilmember Doolan asked if <br />park entrances will be closed while the construction is being done, and Ms. Koscielak stated the <br />rest of the park can be used and the facilities will remain open. <br />Councilmember Elnagdy asked if the basketball court at Central Park could be included in the <br />project. Ms. Koscielak stated that it could be put into the plan. The splash pad needs repair and <br />could be included in the plan. City Manager Yunker stated the other issue is the accessible <br />parking at the pavilion, which is up the hill and is not compliant. The parking should be moved <br />closer to the pavilion in the location of the basketball court. <br />
