MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:May 27, 2025 <br />Request: Rental Housing Discussion <br />BACKGROUND/OVERVIEW <br />The pursuit of affordable housing options has been a part of the City’s goal setting over the past several <br />years. The discussion has included a broad range of approaches and topics, among them management <br />of rental housing (primarily single family housing), policy approaches to inclusionary zoning, financial or <br />other incentive options, land use policies (for both private and publicly owned land, and others. <br />To sharpen the focus of the ongoing discussion, staff has prepared this overview by general topic, along <br />with consideration of separating individual topics into shorter- or longer-term work planning. <br />Near Term Focus (2025) <br />In the near term (and specifically for the May 27 Worksession), the following items are proposed to be <br />addressed, based on prior discussion and background developed to date, as updated: <br />1.Corporate ownership of single-family rentals <br />a.Identified concerns during previous work session discussions <br />i.Led to consideration of Short-Term rental prohibition and Long-Term rental caps <br />b.Identify a consensus threshold if appropriate <br />Next steps: Consider ordinance amendment(s) <br />2.Short term rentals <br />a.Confirm prohibition strategy <br />Next Steps: Prepare and present ordinance amendment(s) for public hearing <br />3.Long term rental of single-family homes <br />a.Discuss possible cap of total single family rentals <br />b.Note – Champlin, West St. Paul, Anoka use 10% as a cap on SF rentals <br />c.Note – Columbia Heights uses a sliding scale (approx. 10%) based on number of lots <br />d.Implementation strategy if pursued <br />i.City wide percentage <br />ii.Sub-district percentage or scale <br />Next Steps: Consider ordinance amendment or policy adoption <br />Upcoming Focus (2026-2027) <br />In pursuit of the City’s aforementioned affordable housing goal, the Near-Term items described above <br />can be considered an immediate approach to put safeguards in place.
