topic that requires a multi-faceted approach to address, next the City could consider different types of <br />policies and whether they would be a good fit for the City. The following are types of policies that the <br />City could consider: <br />1.Affordable Housing Policy (for new high-density residential developments) <br />2.Financial Assistance Policy (TIF, etc.) <br />3.Tear-down/Replacement Policy <br />If interested, the City could pursue participating in other agencies’ programs, such as Hennepin and <br />Ramsey County, the Metropolitan Council or the State. Any policy or program would prepare the City for <br />the future, including Comprehensive Planning. <br />Future Focus: (2028 beyond) <br />Over the next few years, the City will be updating its Comprehensive Plan per Met Council requirements, <br />with a “final” draft due by June 2028. This Plan update will entail a more extensive policy discussion, <br />including affordable housing (and housing generally), and integrating sustainability, public services, and <br />other aspects of municipal planning. With this effort, the following considerations are proposed to be <br />integrated into an ongoing policy discussion, then incorporated into the 2050 Comprehensive Plan <br />Update. <br />1.Accessory Dwelling Units (ADUs) <br />2.Inclusionary Zoning for new residential <br />3.Other Land Use Issues <br />4.Regulations and Ordinances as identified <br />RECOMMENDATION <br />Staff recommends discussion and direction on the near-term housing topics (2025-2026) as discussed <br />above. Each of the topics would be implemented through amendments to the City Code. If consensus is <br />reached on any or all of the items, staff would anticipate public hearing(s) before the Planning <br />Commission later this summer, followed by City Council consideration. Any additional research that <br />would be necessary to support a final consensus could be undertaken over the next month or two prior <br />to ordinance drafting and review. <br />For the 2026-2028 items, staff recommends continuing to gather information and/or other research in <br />preparation for the Comprehensive Plan process. Direction from Council or Planning Commission as to <br />topics for further research is welcomed, and would be incorporated into those discussions. <br />6
