Mr. Grittman stated it would depend on which <br />vehicles arrived. A smaller vehicle could turn into the parking lot. She asked where the property <br />line is, as it is difficult to tell where the property lines are. Mr. Grittman based their plan on a <br />survey of the property, and they are required to build on their property. Councilmember Doolan <br />stated she appreciates the holding pond and asked if a holding reserve is included. Mr. Grittman <br />stated that the City Engineer wants final approval of the holding pond. <br />Mayor Webster asked Mr. Grittman if the Council needs to address each variance. Mr. Grittman <br />stated that they can be addressed individually. <br />Councilmember Jenson referred to the map and the access and asked if the fire truck would drive <br />into the parking lot or would the hose just be pulled from the street. Fire Chief Diaz stated the <br />emergency vehicles would enter the main entrance on Foss Road to allow access for emergency <br />vehicles. Fire Chief Diaz is ok with the design. <br />Councilmember Elnagdy asked about the difference between multi -family housing and senior <br />housing number of units. Mr. Grittman stated the ordinance was structured for 20 units or more <br />needing a Conditional Use Permit. <br />Councilmember Jenson asked about the north side wall that faces the other townhouses and <br />whether it will be aesthetically pleasing to the neighbors. The applicant has added some brick <br />and stone on that wall as well as some roof line variations. <br />Councilmember Doolan stated there is a significant drop from the south end of the property to <br />the north end and asked if there was an option to have tuck under parking. She has concerns <br />about the degradation of the foundation due to the pressure of the wall. She questioned the <br />structural integrity of that transition from the south end to the north end. <br />Mr. Dave Tibrock, Miller Architects & Builders, stated that the project is a typical current model <br />of an assisted living unit. It has a congregate dining style. Each room is a living/sleeping room <br />with a private bathroom. There are common areas, including dining areas, sitting areas, etc. Most <br />residents like to hang out in the dining room area. There will be a deck for residents to sit on and <br />look at Mirror Lake. He believes the demand for assisted living will only increase. The applicant <br />has no intent to convert this building to any other use. On the very bottom elevation (south), the <br />building will be built into the grade. There would be no structural issues. <br />Councilmember Randle asked if a meal plan is included in the cost. Mr. Tibrock stated that all <br />residents would eat together. Councilmember Randle stated there are three other facilities in the <br />City without 100% occupancy. Mr. Tibrock stated that there are models where each unit would <br />have small kitchens, but this facility will have meals prepared for them. The applicant has two <br />other businesses using this model, which are very successful. <br />Councilmember Jenson asked if this was market rate rentals and Mr. Tibrock stated an elderly <br />waiver is available for those needing assistance. Some are private pay and some need assistance. <br />
