Councilmember Doolan asked about the space allotted for emergency services, and it is sufficient for more than one vehicle to respond. Mr. Grittman stated it would depend on which vehicles arrived. A smaller vehicle could turn into the parking lot. She asked where the property line is, as it is difficult to tell where the property lines are. Mr. Grittman based their plan on a survey of the property, and they are required to build on their property. Councilmember Doolan stated she appreciates the holding pond and asked if a holding reserve is included. Mr. Grittman stated that the City Engineer wants final approval of the holding pond. Mayor Webster asked Mr. Grittman if the Council needs to address each variance. Mr. Grittman stated that they can be addressed individually. Councilmember Jenson referred to the map and the access and asked if the fire truck would drive into the parking lot or would the hose just be pulled from the street. Fire Chief Diaz stated the emergency vehicles would enter the main entrance on Foss Road to allow access for emergency vehicles. Fire Chief Diaz is ok with the design. Councilmember Elnagdy asked about the difference between multi -family housing and senior housing number of units. Mr. Grittman stated the ordinance was structured for 20 units or more needing a Conditional Use Permit. Councilmember Jenson asked about the north side wall that faces the other townhouses and whether it will be aesthetically pleasing to the neighbors. The applicant has added some brick and stone on that wall as well as some roof line variations. Councilmember Doolan stated there is a significant drop from the south end of the property to the north end and asked if there was an option to have tuck under parking. She has concerns about the degradation of the foundation due to the pressure of the wall. She questioned the structural integrity of that transition from the south end to the north end. Mr. Dave Tibrock, Miller Architects & Builders, stated that the project is a typical current model of an assisted living unit. It has a congregate dining style. Each room is a living/sleeping room with a private bathroom. There are common areas, including dining areas, sitting areas, etc. Most residents like to hang out in the dining room area. There will be a deck for residents to sit on and look at Mirror Lake. He believes the demand for assisted living will only increase. The applicant has no intent to convert this building to any other use. On the very bottom elevation (south), the building will be built into the grade. There would be no structural issues. Councilmember Randle asked if a meal plan is included in the cost. Mr. Tibrock stated that all residents would eat together. Councilmember Randle stated there are three other facilities in the City without 100% occupancy. Mr. Tibrock stated that there are models where each unit would have small kitchens, but this facility will have meals prepared for them. The applicant has two other businesses using this model, which are very successful. Councilmember Jenson asked if this was market rate rentals and Mr. Tibrock stated an elderly waiver is available for those needing assistance. Some are private pay and some need assistance.
