Mr. Tibrock stated the owner will be offering an elderly <br />waiver as well as other programs. <br />Mr. Tibrock stated that on the north end of the property, the applicant agreed to add landscaping <br />to provide screening on the north side. <br />Councilmember Doolan recognized the Planning Commission for their thorough review of this <br />project. She asked about having rooftop solar, and that the cost would be prohibitive. She <br />believes this would be a great location for solar, and she would like the applicant to consider this <br />along with other sustainability measures. She suggested that Clean Energy Resource Teams be <br />contacted. Councilmember Doolan asked about reducing waste and composting, and suggested <br />space be built in to accommodate a future requirement for waste hauling. Mr. Tibrock stated he <br />does not know what that space would require. She asked when the space is planned, composting <br />should be considered. <br />Mayor Webster stated she heard from the neighbors' concerns about the parking lot lights shining <br />into the bedrooms that face that lot. Mr. Tibrock stated that two lights are proposed and will meet <br />the City ordinance. This is being addressed to City standards. Mayor Webster asked about the <br />elderly waiver and asked what the estimated cost would be to residents at this facility and the <br />estimated wages staff would expect to earn. Mr. Vang stated the average is $20/hour for the <br />nurse aids. The monthly cost for residents would be $5,000/month, depending on the care needs. <br />Councilmember Doolan asked if Mr. Vang has all required licensing. Mr. Vang stated there are <br />very strict requirements and he has all licensing required. Councilmember Doolan asked about <br />the number of EMS calls received. Mr. Vang stated each current facility has approximately 5 <br />calls to EMS per month. <br />Councilmember Jenson noted there are 17 conditions that make this project compatible with the <br />neighborhood. <br />Councilmember Doolan stated there was a concern raised from the townhome to the north about <br />their newly completed parking lot. Mr. Grittman stated that the applicants are required to stay on <br />their own property, and if they cause damage to another's property, they are required to <br />remediate the damage. <br />Councilmember Elnagdy stated that there are contractors doing work and damaging property. <br />Mr. Grittman stated they generally secure the threat to the City's costs. <br />Councilmember Doolan expressed concern about felling some very large trees. Mr. Grittman <br />stated they are required to stay on their own property unless they have permission to cross that <br />line. Mr. Yunker stated there has been no damage to neighboring properties from recent <br />developments within the City. <br />Councilmember Elnagdy asked how long construction would take, and Mr. Vang stated <br />approximately 10 months. <br />
