City Council Regular Meeting Minutes <br />May 13, 2025 <br />Page 11 <br />1 incorporated cities followed suit, forming a similar agreement to develop the Hennepin County <br />2 MHMP. Both plans required adoption by the respective County Boards of Commissioners and <br />3 the City Councils of all participating municipalities before submission to the Minnesota <br />4 Homeland Security and Emergency Management (HSEM) and the Federal Emergency <br />5 Management Agency (FEMA) for final approval. The City of St. Anthony, which has been <br />6 included under both the Hennepin and Ramsey County MHMPs in the past and present, now <br />7 seeks to once again participate in and adopt the updated plans to ensure comprehensive <br />8 protection for all of its residents. The Plan is intended to serve many purposes, including: <br />9 Enhance Public Awareness and Understanding. <br />10 Create a Decision Tool for Management. <br />11 Promote Compliance with State and Federal Program Requirements. <br />12 Enhance Local Policies for Hazard Mitigation Capability./ <br />13 Provide Inter-Jurisdictional Coordination of Mitigation-Related Programming. <br />14 <br />15 Chief Diaz recommends that the City Council approves the adoption of the plans. If <br />16 Councilmembers are interested in reviewing the complete plan he can provide. <br />17 <br />18 Councilmember Jenson asked how many years St. Anthony has been participating in this <br />19 program, and Chief Diaz stated since 2010. Councilmember Jenson asked if there have been any <br />20 significant changes over the years. Mr. Dalton Herding, Hennepin County, stated that as far as <br />21 changes to requirements put on the City, nothing significantly has changed in many years. <br />22 <br />23 Mayor Webster recalled hearing about the training that took place near the train tracks and how <br />24 possible emergencies would be handled. Residents may be interested in seeing what emergency <br />25 management looks like. <br />26 <br />27 Councilmember Doolan stated it is good to do planning and renew the plans. She asked if there <br />28 are changes in State and Federal programs and noted this is adequate for the time being. Mr. <br />29 Herding stated this plan was completed late last year. The plan is in flux and some changes may <br />30 be challenged in the courts. Mr. Herding encouraged the City to adopt these plans. <br />31 <br />32 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve Resolution <br />33 25-038 Adopting the Hennepin County All-Hazard Mitigation Plan. <br />34 <br />35 Motion carried 4-0. <br />36 <br />37 Motion by Councilmember Doolan, seconded by Councilmember Elnagdy, to approve <br />38 Resolution 25-039 Adopting the Ramsey County All-Hazard Mitigation Plan. <br />39 <br />40 Motion carried 4-0. <br />41 <br />42 X.REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />43 <br />44 City Manager Yunker had no report. <br />45
