City Council Regular Meeting Minutes <br />May 13, 2025 <br />Page 10 <br />1 Councilmember Elnagdy stated that it seems we are trying very hard to make this possible while <br />2 not considering if this will be a good experience for the residents and the surrounding homes. It <br />3 seems we are setting ourselves up to very narrow margins for how this will work. She also has <br />4 issues with parking. She questioned if we are setting ourselves up for failure in the future. <br />5 <br />6 Councilmember Doolan stated that one of the things to think about is that visitors to a facility <br />7 such as this are not similar to other multi-family housing. There are no overnight guests. She <br />8 would prefer parking could tuck under without spatial problems. <br />9 <br />10 Mayor Webster asked if the reduced parking will be a challenge in the future will be if the <br />11 building is converted to something different. <br />12 <br />13 Councilmember Jenson stated that this property has been vacant forever, and we have a chance <br />14 to bring it onto the tax roll. There are 17 conditions to make it workable. He feels it is <br />15 worthwhile for the Council to approve in general. <br />16 <br />17 Councilmember Doolan stated she appreciates the diligence the Planning Commission took in <br />18 reviewing this. <br />19 <br />20 Councilmember Randle left the meeting at 8:50 p.m. <br />21 <br />22 Councilmember Jenson stated he has a brother-in-law who lives in an assisted living facility that <br />23 has 50 parking spaces, and only once have they experienced no parking available. There is a lot <br />24 of turnover in the parking lot with visitors coming and going. <br />25 <br />26 Mayor Webster stated we do need more housing, and when we think about the needs for our <br />27 seniors within the community. She understands the neighbors' concerns about lighting, parking, <br />28 etc. She appreciates the flexibility of the applicant to adjust the proposal to better meet the <br />29 requests of the City and Planning Commission. <br />30 <br />31 Councilmember Doolan stated that we want to have this facility have the least impact on the <br />32 neighborhood. Councilmember Doolan asked about the lighting and recognized that with this <br />33 type of facility, there are not a lot of in-and-out visitors at night.
