The TIF discussion will be important. <br />3 <br />4 Mayor Webster closed the public hearing at 7:38 p.m. <br />5 <br />6 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution <br />7 No. 25-058 Setting Preliminary Levy at $10,570,830, an increase of 9.18%. <br />8 <br />9 Motion carried 5-0. <br />10 <br />11 VIII.REPORTS FROM COMMISSION AND STAFF. <br />12 <br />A.13 Ordinance 2025-03 – An Ordinance Amending Section 154.179 of the City Code to <br />14 Provide for Regulations Related to Electric Vehicle Charging Requirements. <br />15 <br />16 City Planner Grittman presented a proposed draft of revised regulations related to Dangerous <br />17 Dogs. The ordinance is intended to strengthen the City’s ability to address licensing and <br />18 identification of dogs that have been identified as dangerous and potentially dangerous, and <br />19 incorporates relevant state law in this regard. The draft modifies the ordinance language slightly <br />20 based on the City Council’s review of the original version as discussed at the Council’s August <br />21 26 work session. The redlined text in the ordinance denotes the updates based on the work <br />22 session. Staff recommends approval of this 1st reading of the Ordinance. <br />23 <br />24 Councilmember Jenson referred to Section 7 E. Regulations of Dangerous Dogs. He questioned <br />25 the reference to the number of days. The intention was to use 14 days for all. Mr. Grittman stated <br />26 that it was an oversight and will be changed to 14 days. <br />27 <br />28 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve First <br />29 Reading of Ordinance 2025-04 – An Ordinance Amending Section 91 of the St. Anthony Village <br />30 City Code Regulating the Keeping and Licensing of Dangerous Dogs. <br />31 <br />32 Motion carried 5-0. <br />33 <br />34 IX.GENERAL BUSINESS OF COUNCIL. <br />35 <br />1.36 Ordinance 2025-03 – An Ordinance Amending Section 154.179 of the City Code to <br />37 Provide for Regulations Related to Electric Vehicle Charging Requirements. <br />38 <br />39 City Planner Grittman reviewed in August the City Council considered regulations related to <br />40 Electric Vehicle (EV) charging in the first and second readings of proposed Ordinance No. 2025- <br />41 03. The Council reviewed the staff ordinance along with the Planning Commission’s comments <br />42 and directed staff to modify the first reading draft. Those modifications were made and <br />43 considered at the second reading. Also included with the prior version were registration data <br />44 documenting the increasing number of EVs on the road and the relative number of EVs as a <br />45 percentage of all new vehicle registrations. <br />46 <br />11
