City Council Regular Meeting Minutes <br />September 9, 2025 <br />Page 4 <br />1 The final draft includes the prior language for this third reading, including setting the required <br />2 minimum number of chargers for all projects at least 10 parking spaces to 10%, with all chargers <br />3 required to be at least Level 2 or greater. <br />4 <br />5 Staff recommends approval of the 3rd Reading based on the City’s objectives as stated in its <br />6 annual Goal Setting activities and its Sustainability Plan. <br />7 <br />8 Councilmember Doolan stated last week that she attended the groundbreaking for the Ableview <br />9 Assisted Living Facility and wondered if the Council should consider new facilities like this for <br />10 residents who no longer own cars, as this may not be an applicable facility for this ordinance. <br />11 Mayor Webster thought it might be used by family members who come to visit. At some point, <br />12 senior housing could be transitioned into other types of housing in the future. <br />13 <br />14 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve 3rd Reading <br />15 and Adoption of Ordinance 2025-03 – An Ordinance Amending Section 154.179 of the City <br />16 Code to Provide for Regulations Related to Electric Vehicle Charging Requirements. <br />17 <br />18 Motion carried 5-0. <br />19 <br />20 X.REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />21 <br />22 City Manager Yunker had no report. <br />23 <br />24 Councilmember Randle had no report. <br />25 <br />26 Councilmember Doolan stated last week that she attended the Ableview groundbreaking. She <br />27 attended the Chamber of Commerce Meeting on September 8. Small Business Saturday is set for <br />28 November 29. Earlier today, she attended the MWMO Board Meeting. <br />29 <br />30 Councilmember Jenson stated last week, on September 3, that he met with a resident across the <br />31 parking lot from the new facility that is being built.
