The TIF discussion will be important. <br />Mayor Webster closed the public hearing at 7:38 p.m. <br />Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution <br />No. 25-058 Setting Preliminary Levy at $10,570,830, an increase of 9.18%. <br />Motion carried 5-0. <br />VIII. REPORTS FROM COMMISSION AND STAFF. <br />A. Ordinance 2025-03 — An Ordinance Amending Section 154.179 of the City Code to <br />Provide for Regulations Related to Electric Vehicle Charging Requirements. <br />City Planner Grittman presented a proposed draft of revised regulations related to Dangerous <br />Dogs. The ordinance is intended to strengthen the City's ability to address licensing and <br />identification of dogs that have been identified as dangerous and potentially dangerous, and <br />incorporates relevant state law in this regard. The draft modifies the ordinance language slightly <br />based on the City Council's review of the original version as discussed at the Council's August <br />26 work session. The redlined text in the ordinance denotes the updates based on the work <br />session. Staff recommends approval of this 1" reading of the Ordinance. <br />Councilmember Jenson referred to Section 7 E. Regulations of Dangerous Dogs. He questioned <br />the reference to the number of days. The intention was to use 14 days for all. Mr. Grittman stated <br />that it was an oversight and will be changed to 14 days. <br />Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve First <br />Reading of Ordinance 2025-04 — An Ordinance Amending Section 91 of the St. Anthony Village <br />City Code Regulating the Keeping and Licensing of Dangerous Dogs. <br />Motion carried 5-0. <br />IX. GENERAL BUSINESS OF COUNCIL. <br />Ordinance 2025 03 — An Ordinance Amending Section 154.179 of the City Code to <br />Provide for Regulations Related to Electric Vehicle Charging Requirements. <br />City Planner Grittman reviewed in August the City Council considered regulations related to <br />Electric Vehicle (EV) charging in the first and second readings of proposed Ordinance No. 2025- <br />03. The Council reviewed the staff ordinance along with the Planning Commission's comments <br />and directed staff to modify the first reading draft. Those modifications were made and <br />considered at the second reading. Also included with the prior version were registration data <br />documenting the increasing number of EVs on the road and the relative number of EVs as a <br />percentage of all new vehicle registrations. <br />
