GENERAL BUSINESS OF COUNCIL. <br />8 <br />9 A. Resolution 25 067 — Approving the Use of the Community Center for a Special Event on <br />10 November 2, 2025. <br />11 <br />12 City Manager Yunker reviewed that the St. Anthony Kiwanis has submitted a Special Event <br />13 Permit to hold a Fall Dinner/Auction on November 2, 2025, from 5:00 p.m. to 9:00 p.m. <br />14 <br />15 Staff has created a Special Event Permit to facilitate gathering event information, department <br />16 head reviews, and staff recommendations to the City Council. The Special Event Permit is <br />17 required for any public or private event that fits one or more of the following criteria: <br />18 <br />19 • Expected attendance of more than 100 people. <br />20 • Event is requesting the use of city property and/or street closures. <br />21 • There will be amplified live or pre-recorded music. <br />22 • There will be the consumption or sale of alcoholic beverages. <br />23 <br />24 The applicant is seeking permission to host their event in the Community Center, which is city <br />25 property where alcohol will be consumed. <br />26 <br />27 Also provided for City Council consideration were the Special Event Permit Application and <br />28 Certificate of Liability Insurance. <br />29 <br />30 Mr. Tim Mazinga, Kiwanis Club, appeared before the Council and explained their organization <br />31 briefly. Their main goal is to promote leadership for youth in the community. This is the annual <br />32 fundraiser. <br />33 <br />34 Councilmember Doolan stated that the Kiwanis brings great service to the community. There is <br />35 information in the Village Notes newsletter. <br />36 <br />37 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve Resolution <br />38 25-067 — Approving the Use of the Community Center for a Special Event on November 2, <br />39 2025. <br />40 <br />41 Motion carried 5-0. <br />42 <br />43 B. Ordinance 2025 04 — An Ordinance Amending Section 91 of the City Code Regulating <br />44 the Keeping and Licensing of Dangerous Dogs. <br />45 <br />
