City Council Regular Meeting Minutes <br />October 14, 2025 <br />Page 4 <br />1 City Planner Grittman reviewed a proposed draft of revised regulations related to Dangerous <br />2 Dogs for a third and final reading. The ordinance is intended to strengthen the City's ability to <br />3 address licensing and identification of dogs that have been identified as dangerous and <br />4 potentially dangerous, and incorporates relevant state law in this regard. <br />5 <br />6 Staff recommends approval of this 3rd reading of Ordinance 2025-04. <br />7 <br />8 Councilmember Jenson stated this has been discussed several times, and he is glad we are <br />9 passing this Ordinance. <br />10 <br />11 Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve Final <br />12 Reading and adopt Ordinance 2025-04 — An Ordinance Amending Section 91 of the City Code <br />13 Regulating the Keeping and Licensing of Dangerous Dogs. <br />14 <br />15 Motion carried 5-0. <br />16 <br />17 C. Resolution 25-068 — Approving Summary Publication for Ordinance 2025-04. <br />18 <br />19 City Manager Yunker reviewed the resolution approving summary publication of Ordinance <br />20 2025-04. <br />21 <br />22 Motion by Councilmember Randle, seconded by Councilmember Doolan, to approve Resolution <br />23 25-068 — Approving Summary Publication for Ordinance 2025-04. <br />24 <br />25 Motion carried 5-0. <br />26 <br />27 D. Ordinance 2025-05 — An Ordinance Amending the City Code, Sections 152 and 154. <br />28 Related to Licensing and Regulations for Renting of Single -Family Detached Housing, <br />29 and Ordinance 2025-06 — An Ordinance Amending the City Code, Section 152, Related <br />30 to Licensing and Regulations for Renting of Single -Family Housing. <br />31 <br />32 City Planner Grittman reviewed the City Council is asked to consider the second reading of two <br />33 ordinances, 2025-05 and 2025-06. The drafts provided updates to the language related to caps on <br />34 licenses and the short-term provisions. <br />35 <br />36 The language proposed in this ordinance retains the general prohibition of short-term rentals, but <br />37 creates an exception that permits licensed rental houses, operating as short-term rental units, and <br />38 located on property directly adjacent to the owner's homestead property, to continue, including <br />39 the opportunity to renew licenses on the standard annual basis. The new language adds clauses <br />40 that require termination of the short-term allowance when the owner no longer lives on the <br />41 homestead property, sells the short-term property to another owner, or converts the property to <br />42 long-term rental. The language also requires full ongoing compliance with all Section 152 <br />43 licensing requirements. The language does not refer to or allow existing short-term rentals that <br />44 cannot meet these requirements. Those parcels must either convert to long-term rental no later <br />45 than the time of renewal of their licenses, or if currently unlicensed, apply for a long-term rental <br />46 license and operate in compliance with those requirements. <br />
