MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Justin Messner, City Engineer (WSB) <br />Date:December 9, 2025 <br />Request: Consider Resolution 25-083 to Enter into a Grant Agreement between the City <br />of Saint Anthony Village and Metropolitan Council of Environmental Service for <br />the Improvement of Publicly Owned Infrastructure <br />BACKGROUND <br />Staff is requesting Council’s consideration to enter into a Grant Agreement between the City of Saint <br />Anthony Village and Metropolitan Council of Environmental Service for the improvement of publicly <br />owned infrastructure. <br />The Metropolitan Council Environmental Services (MCES) 2023 Municipal Inflow and Infiltration (I/I) <br />Grant Program consisted of $12 million in state bonding bill funding for the purpose of providing grants <br />to municipalities for capital improvements to public infrastructure to mitigate I/I. Work must be <br />completed in the calendar years 2024 or 2025 to be eligible for these grants funded through state <br />bonds. <br />MCES identified the City of Saint Anthony Village as a contributor of excessive I/I, and eligible to receive <br />grant funding. I/I is clear water – stormwater and groundwater – that enters the wastewater system. It <br />overloads the system and can cause costly sewer backups into homes and buildings. I/I can also cause <br />sewer overflows into rivers and lakes. <br />The City of Saint Anthony Village submitted an application to the MCES for grant funding in 2023 with <br />estimated project costs for public sanitary sewer system improvements to reduce inflow and infiltration. <br />The MCES has determined to contribute one-half of the actual amount of eligible expenses during the <br />grant activity period up to an estimated Preliminary Minimum Allocation (PMA) of $50,000. <br />In addition to the PMA, an additional Final Reimbursement Amount (FRA) will be allocated <br />proportionally to grant participants, determined based on eligible project expenses submitted and <br />available remaining grant program funds. <br />Once the attached resolution to enter into the grant agreement is approved, signed, and forwarded to <br />MCES, the grant agreement is prepared separately by MCES and forwarded to cities. <br />RECOMMENDATION <br />Staff recommends adoption of Resolution 25-083, entering into a grant agreement between the City of <br />Saint Anthony Village and Metropolitan Council of Environmental Service for the improvement of <br />publicly owned infrastructure. <br />ATTACHMENTS <br />Resolution 25-083 <br />32
