CITY OF SAINT ANTHONY VILLAGE <br />RESOLUTION 25-083 <br />A RESOLUTION TO ENTER INTO A GRANT AGREEMENT BETWEEN THE CITY <br />OF SAINT ANTHONY VILLAGE AND METROPOLITAN COUNCIL <br />ENVIRONMENTAL SERVICES FOR THE IMPROVEMENT OF PUBLICLY OWNED <br />INFRASTRUCTURE <br />WHEREAS, the Minnesota Legislature has appropriated to the Metropolitan Council of <br />Environmental Services (MCES) in the 2023 State Bonding Bills, $12,000,000 for <br />a grant program to be administered by the MCES for the purpose of providing <br />grants to municipalities for capital improvements to public municipal wastewater <br />collection systems to reduce the amount of inflow and infiltration to the MCES <br />metropolitan sanitary sewer disposal system (I/I Municipal Grant Program); and <br />WHEREAS, the MCES has identified the City of Saint Anthony Village as a contributor of <br />excessive inflow and infiltration to the MCES metropolitan sanitary sewer <br />disposal system and thus an eligible applicant for grant funds under the I/I <br />Municipal Grant Program; and <br />WHEREAS,grant money will be awarded to pre-approved municipalities for a pre-determined <br />amount up to 50% of the cost for eligible improvements completed between <br />January 1, 2024 and December 31, 2025; and <br />WHEREAS, the City of Saint Anthony Village has submitted an application to the MCES for <br />grant funding for improvements to the publicly owned sanitary sewer system to <br />reduce inflow and infiltration; and <br />WHEREAS, the MCES has determined to contribute one-half of the actual amount of eligible <br />expenses during the grant activity period up to an estimated Preliminary <br />Minimum Allocation (PMA) of $50,000. In addition to the PMA, an additional <br />Final Reimbursement Amount (FRA) will be allocated proportionally to grant <br />participants, determined based on eligible project expenses submitted and <br />available remaining grant program funds. <br />NOW THEREFORE BE IT RESOLVED that the City Council of City of Saint Anthony <br />Village, Minnesota approves the following: <br />1.The City of Saint Anthony Village has budgeted and completed the City’s portion of the <br />improvements as set forth in the agreement; and <br />33
