Planning Commission Regular Meeting Minutes <br />September 16, 2025 <br />Page 2 <br />1 review sanitary sewer and water needs, for which food operations can be significant users. In <br />2 this case, the coffee business is less likely to raise these issues, but additional reviews from <br />3 public works will regulate this aspect of business use. From a land standpoint, there would not <br />4 appear to be any significant impact on the surrounding area. <br />5 <br />6 The CUP Requirements were reviewed: <br />1.7 The use is one of the conditional uses specifically listed for the district in which the <br />8 property is located. <br />2.9 The City Council has specified all conditions that the City Council deems necessary to <br />10 make the use compatible with other uses in the area. <br />3.11 The use will not be detrimental to the health, safety, or general welfare of people <br />12 residing or working in the vicinity or to the values of property in the vicinity; and <br />4.13 The use will provide a service or a facility that is in the interest of public convenience <br />14 and will contribute to the general welfare. <br />15 <br />16 Also provided for Planning Commission consideration are Application Materials, Draft <br />17 Resolution 25-XXX, and PH Notice – CUP Foss Road. <br />18 <br />19 Mr. Grittman reviewed Staff recommends the Planning Commission recommend to the City <br />20 Council approval of the Conditional Use Permit for Coffee Cart MPLS, based on a finding <br />21 that the information supplied with the application supports compliance of the proposed use <br />22 with the intent of the L-1 District, and that the applicant provides ongoing verification of <br />23 compliance with any further requirements of the Public Works Department as may be <br />24 requested. <br />25 <br />26 Commissioner Hark asked who the previous tenant of that building was, and Mr. Grittman <br />27 stated he did not know. <br />28 <br />29 Mr. Mark Meisner, Forest Lake, MN, thanked the Commission for considering his request. <br />30 The previous tenant was Mobile Detailing. He and his wife own the catering company. They <br />31 primarily do corporate and private events. <br />32 <br />33 Chair Socha asked if the brewing of coffee can be smelled outside the facility. Mr. Meisner <br />34 stated he does not believe so. There have been no complaints received so far. The conditional <br />35 use permit is for Suite C. <br />36 <br />37 Commissioner Erickson asked about the amount of traffic on the site. Mr. Meisner stated that <br />38 they have a couple of cargo vans that bring the coffee to the event. The employees leave their <br />39 cars at the site. There would be no vehicles larger than a cargo van. <br />40 <br />41 Chair Socha closed the public hearing at 7:13 p.m. <br />42 <br />43 Motion by Commissioner Morita, seconded by Commissioner Erickson, to recommend the <br />44 City Council approve the Conditional Use Permit for Coffee Cart MPLS, based on a finding <br />45 that the information supplied with the application supports compliance of the proposed use <br />46 with the intent of the L-1 District, and that the applicant provides ongoing verification of
