City of Saint Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />DECEMBER 9, 2025 <br />Present: <br />Mayor & Council: <br />Mayor Wendy Webster, Councilmembers Lona Doolan, Jan Jenson, and Nadia Elnagdy. <br />Absent: Thomas Randle. <br />Staff: <br />City Manager Charlie Yunker and Assistant City Manager Ashley Morello. <br />Others: None. <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:31 p.m. <br />1.Approval of CC WS Meeting Minutes <br />A.November 25, 2025, City Council Work Session Minutes <br />Motion by Councilmember Jensen, seconded by Councilmember Doolan, to approve City Council Work <br />Session Minutes of November 25, 2025, as presented. <br />Motion carried 4-0. <br />2.Work Session Topics. <br />A.Goal Setting Preparation. <br />Ms. Morello provided an overview of the upcoming Goal Setting Retreat scheduled for January 14-16. <br />The group reviewed the 2025 Pyramid and the goal definitions established by the 2025 Goal Setting <br />process. Ms. Morello explained that for this year, the group will dive deeper into their definitions of the <br />goals to promote strategic actions and consensus. The Goal Setting Retreat will not revisit the City’s <br />Vision, Mission and Core Values. <br />The group reviewed the 2026 draft Goal Setting Retreat Agenda. <br />Ms. Morello then described the worksheet. Each Councilmember is asked to review the worksheet and <br />fill it out independently based on their considerations of the City’s goals. Ms. Morello explained that in <br />addition to the worksheets, the group would have greater opportunity to diver deeper to process their <br />intentions for the goals at goal setting. City Council will focus primarily on the action headings, and staff <br />will finalize the action items. The group then had the opportunity to discuss some of their preliminary <br />thoughts, including refining the actions to be more action-oriented. The group discussed the importance <br />of practical actions and transparency of outcomes. <br />Adjournment: <br />Motion by Councilmember Doolan, to seconding by Councilmember Elnagdy to adjourn the Work <br />Session. <br />Motion carried 4-0. <br />The meeting adjourned at 6:41 p.m. <br />3
