MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Minette Saulog, Sustainability Coordinator <br />Date:January 13, 2026 <br />Request: Review and Discussion of Active Transportation Plan Draft <br />BACKGROUND <br />In January 2025, the City was awarded by MnDOT as a recipient of their Active Transportation (AT) <br />Planning Assistance grant. This grant does not directly provide dollars to the City, but is funding <br />allocated by MnDOT to hire consultants to assist a community with the development process of their <br />own Active Transportation Plan. MnDOT’s Active Transportation program aims to make walking, biking <br />and rolling more comfortable in communities. <br />Staff met with consultants monthly starting in June. A “local planning team” was assembled consisting of <br />City staff, a Parks & Environmental Commission representative, a Planning Commission representative, <br />community members, representatives from Public Works at Hennepin and Ramsey Counties, and the <br />school district. Several meetings were scheduled with the local planning team to discuss priority areas <br />and the vision for the AT Plan, based on their experiences and knowledge of the community. One <br />significant meeting was a Community Bike and Walk Audit exercise that allowed team members to <br />experience current biking and walking conditions in the city. <br />Community engagement was also conducted through the late summer and fall months. An online survey <br />and interactive map to collect public feedback was open from August through early October and <br />received more than 100 responses. The City also hosted a series of listening sessions and open houses in <br />the community, co-hosting events with the schools, Saint Anthony Village Wine & Spirits at Silver Lake <br />Village, and Hayden Grove Senior Living. The feedback gathered helped inform and identify areas to <br />prioritize in the AT Plan. <br />Staff are now sharing the draft AT Plan for City Council discussion and review, with the goal to present <br />the final AT Plan for formal adoption subsequently. <br />REQUEST <br />Staff are seeking City Council’s input and comments on the Active Transportation Plan Draft, specifically <br />the Projects, Program and Policy Actions. This feedback will be incorporated into the Plan’s final revision <br />which will be presented to Council at a future regular meeting. <br />ATTACHMENTS <br />Presentation <br />Active Transportation Plan Draft <br />4
