The link loops back to the <br />Notice, and no draft budget, levy detail, worksheets, or departmental explanations are available. Residents cannot <br />evaluate the 2026 levy or the operational changes without access to the actual packet. Because the 2026 materials are <br />missing, this comment is based on the November 10, 2025 Council packet, which is the most recent public information <br />released by the City. <br />In the Nov. 10 materials, several cost increases appear without explanation, making it unclear whether the changes relate <br />to inflation, staffing, new initiatives, or deferred maintenance. Oversight and transparency for public-safety technology <br />(ALPRs, drones, body-worn-camera data, and “community engagement” programs) are also not addressed. These <br />technologies require clear access controls, audit trails, retention standards, and accountability measures. <br />The available materials also do not reflect investment in crisis response, diversion, youth supports, or transparent code- <br />enforcement and complaint-handling practices, which residents consistently identify as priorities. Additionally, no <br />information has been published showing the levy increase percentage, the impact on an average-value home, <br />comparisons to prior years, or benchmarks with peer cities. <br />I request that the City publish the full 2026 budget packet immediately, correct the inaccessible website links, and <br />acknowledge in the meeting record that residents did not have access to the required materials during the public-comment <br />window.
