To comply with transparency requirements <br />and ensure the historical record remains interpretable, the City should provide accessible full-text <br />versions, explanatory materials, and clear links. This prevents future ambiguity about rate-setting <br />rationale and maintains compliance with statutory documentation expectations. If summary publication <br />is used, it is important that the full ordinance, supporting rate tables, and plain-language explanations be <br />easy to locate and understand. Clear online links and accessibility are key. <br />XI.A – Public Comment on 2026 Budget <br />To ensure the durability of the City’s administrative record, the budget should be preserved as both a <br />financial plan and a narrative governance document. Including contextual explanations—equity <br />assessments, community needs analyses, structural constraints, and service-level implications— <br />ensures compliance with Minn. Stat. §§ 13.03 and 138.17 and provides future auditors, policymakers, <br />and residents with a complete understanding of how and why decisions were made. For future budgets, I <br />encourage the City to maintain a centralized, resident-friendly online budget page that consolidates <br />charts, summaries, fund descriptions, and explanations.
