Policy Framework <br />Many of the busiest roads in Saint Anthony Village are owned <br />and maintained by Hennepin and/or Ramsey Counties (like Silver <br />Lake Road Northeast). The City has strong relationships with <br />county partners, and recent countywide plans are providing <br />guidance for future walking and biking network improvements. <br />COUNTY ROAD SNAPSHOT EXISTING COUNTY PLANS & POLICIES <br />The Active Transportation Action Plan supports and is informed by the <br />following Hennepin and Ramsey County plans and policies: <br />•Hennepin County Toward Zero Deaths Action Plan (2025) – This plan <br />establishes safety focus areas with the greatest potential to improve <br />transportation safety, including non-motorized users and intersections <br />on county roadways. <br />•Hennepin County Complete and Green Streets Policy (2023) – This <br />policy provides a roadway design approach that balances the needs of <br />all users while incorporating environmentally sustainable principles, to <br />provide strong multimodal connections, reduce climate risk, and <br />enhance livability for all. <br />•Ramsey County All-Abilities 2050 Transportation Plan (2025) – Building <br />on the County’s 2016 All Abilities Transportation Network Policy, the <br />plan sets short and long-term goals for a more accessible <br />transportation system and identifies priority projects to help get there. <br />•Ramsey County-Wide Pedestrian & Bicycle Plan (2015) – A framework <br />to develop a “safe and well-integrated system that connects people and <br />places…[where] walking and bicycling is a comfortable and integral part <br />of daily life in Ramsey County for people of all ages and abilities.”
