2/25/2026 <br />3 <br />INITIATIVE 2: REDUCE EXCESS IMPERVIOUS SURFACES TO <br />IMPROVE WATER INFILTRATION AND QUALITY <br />ACTION CURRENT STATUS <br />Use of permeable surfaces in new developments and <br />re-developments. <br />New developments and re-developments must meet requirements for a <br />maximum allowed lot coverage (aka impermeable surface). <br />Permeable surface materials are allowed, but are considered impervious for <br />the purposes of calculating lot coverage. There are no plans to change these <br />requirements due to the clay nature of the City’s soil. <br />Incentive for property owners to remove unused <br />impermeable surfaces. <br />City Council is scheduled to have a work session on April 28th regarding <br />principles of how to fund “incentive” type Climate Plan programming. <br />Outcome is subject to Council discussion and direction. <br />INITIATIVE 2: REDUCE EXCESS IMPERVIOUS SURFACES TO <br />IMPROVE WATER INFILTRATION AND QUALITY <br />ACTION CURRENT STATUS <br />Zoning policy establishing a maximum allowable area <br />of new impervious surfaces in commercial district. <br />City Code outlines a maximum percentage of lot coverage (all impervious <br />surfaces) based on zoning classification and property size for all private <br />properties including commercial. <br />The Code Official proposed a language update to City Council at the Feb 24, <br />2026 work session to exclude public right of way from calculating impervious <br />surface ratios. This provides clarity to the calculation method determining <br />allowed maximum of impervious surfaces. <br />Revisit recent ordinance change not recognizing <br />pervious pavers. <br />This ordinance was revisited in the June 3, 2024 PEC Meeting. A memo from <br />the City Engineer provided at that meeting is attached for reference <br />explaining rationale.
