MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Minette Saulog, Sustainability Coordinator <br />Date:March 10, 2026 <br />Request: Authorization to Participate in 2026-2027 Minnesota GreenCorps Program <br />BACKGROUND <br />The City is developing an application to host a Minnesota GreenCorps member for the 2026-2027 <br />program year. Saint Anthony Village has previously hosted three Minnesota GreenCorps members: Nick <br />Voss in 2012-2013, Kristin Seaman in 2015-2016, and Minette Saulog in 2018-2019. <br />The Minnesota GreenCorps program is coordinated by the Minnesota Pollution Control Agency (MPCA) <br />and aims to preserve and protect Minnesota’s environment while training a new generation of <br />environmental professionals. Up to 58 members will be placed with host sites across the state to serve <br />full-time (1,700 hours total) for 11 months from September 2026 to mid-August 2027. <br />Host sites do not pay a fee to participate in the program, but are expected to provide supervision, office <br />space, internet and phone service, training, and any resources necessary for members to accomplish <br />their projects. The MPCA also requires in-kind contributions to fulfill the required match for the <br />program’s AmeriCorps grant. A host site is responsible for contributing $600 minimum on behalf of their <br />member to pay registration fees for trainings, webinars, conferences, or events. <br />Saint Anthony Village’s application will include request a GreenCorps member to lead projects in the <br />Waste Reduction and Recycling topic area, to align with the current emphasis on implementing Climate <br />Plan Waste actions. Some of the proposed activities include: <br />Establishing a Climate Data Dashboard to track and report Climate Plan progress to the public <br />Support organics recycling program development, education and promotion <br />Multi-family recycling outreach and data collection <br />City facility waste system evaluation and employee education <br />Sustainable/local purchasing policy exploration <br />Outreach, education and event planning and support <br />Should Saint Anthony Village be selected as a host site for 2026-2027, the city will need to enter an <br />agreement with the MPCA. The accompanying resolution requests that City Council authorize <br />participation in the Minnesota GreenCorps program and direct city staff to sign the host site agreement <br />if selected. <br />ATTACHMENTS <br />Resolution 26-022 <br />17
