ANTHONY <br />2 CITY COUNCIL REGULAR MEETING MINUTES <br />3 FEBRURARY 24, 2026 <br />4 <br />I.5 CALL TO ORDER. <br />6 <br />7 Mayor Webster called the meeting to order at 7:00 p.m. <br />8 <br />II.9 PLEDGE OF ALLEGIANCE. <br />10 <br />11 Mayor Webster invited the Council and audience to join her in the Pledge of Allegiance. <br />12 <br />III.13 ROLL CALL. <br />14 <br />15 Present:Mayor Webster, Doolan, Jenson, Elnagdy, and Randle <br />16 Absent:None <br />17 Also Present:City Manager Charlie Yunker, Assistant City Manager Ashley Morello, Police Chief <br />18 Jeff Spiess <br />19 <br />20 <br />21 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br />22 ITEMS. <br />23 <br />IV.24 APPROVAL OF FEBRUARY 24, 2026, CITY COUNCIL MEETING AGENDA. <br />25 <br />26 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the City <br />27 Council Meeting Agenda of February 24, 2026. <br />28 <br />29 Motion carried 5-0. <br />30 <br />V.31 PROCLAMATIONS AND RECOGNITIONS – NONE. <br />32 <br />33 A.Water Conservation Poster Winners <br />34 <br />35 Parks and Environmental Commission Chair Natalie Warren provided information on the Water <br />36 Conservation Poster Contest, which helps students learn about water conservation at home. She <br />37 commented that fourth-grade students created the posters and recognized the winners: Josie <br />38 Fillbrandt, Allen Zheng, Calaya Garnett, and Ruby Hill. <br />39 <br />40 Mayor Webster presented certificates to each of the winners. <br />41 <br />42 B.Swearing In of Police Officers <br />43 <br />44 Police Chief Spiess introduced two new Officers, Jackson Billman and Dalton Krueger, and <br />45 conducted the swearing-in of the new Officers. The Council welcomed the new Officers to the <br />46 community. <br />47 <br />48 VI. CONSENT AGENDA. <br />49 <br />7
