City Council Regular Meeting Minutes <br />February 24, 2026 <br />Page 2 <br />1 A.Approve February 10, 2026, Council meeting minutes. <br />2 B.Licenses and permits. <br />3 C.Claims. <br />4 D.Resolution 26-021 – Authorizing Purchase of Custom Cabinetry and Shelving for <br />5 Marketplace Liquor Store. <br />6 <br />7 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve the <br />8 Consent Agenda items. <br />9 <br />10 Motion carried 5-0. <br />11 <br />VI.12 PUBLIC HEARING. <br />13 <br />VII.14 REPORTS FROM COMMISSION AND STAFF. <br />15 <br />16 IX.GENERAL BUSINESS OF COUNCIL. <br />17 <br />18 A.Administration Annual Report <br />19 <br />20 City Manager Yunker presented the Annual Report for Administration, including information on <br />21 the 2025 Strategic Plan, 2025 meetings, members of staff, and the responsibilities of the <br />22 administration department. <br />23 <br />24 Assistant City Manager Morello reviewed the goals and accomplishments from 2025 related to <br />25 the City Code and planning, communications and engagement, human resources, sustainability <br />26 programs, and plans. <br />27 <br />28 Mr. Yunker provided information on community affiliations, grants, and cooperative ventures. <br />29 He highlighted information on looking ahead in 2026 and reviewed ways to connect and engage. <br />30 <br />31 Councilmember Doolan recognized the great year and appreciated the progress that was made in <br />32 sustainability. <br />33 <br />34 Councilmember Jenson thanked staff for choosing to work in St. Anthony, recognizing the wide <br />35 variety of work that is accomplished by staff. <br />36 <br />37 Councilmember Elnagdy expressed appreciation to staff. <br />38 <br />39 Mayor Webster commented that the staff team is small and appreciated the collaboration that <br />40 occurs between staff. She noted that the tone and culture that is modeled by staff is seen <br />41 throughout the departments. <br />42 <br />43 B.Liquor Operations Annual Report <br />44 <br />45 Liquor Operations Manager Larson presented the Annual Report for liquor operations and <br />46 introduced staff members in attendance.
