CITY OF SAINT ANTHONY VILLAGE <br />RESOLUTION 26-036 <br />A RESOLUTION COMMITTING TO A COMPLETE STREETS APPROACH FOR <br />PEOPLE OF ALL AGES AND ABILITIES <br />WHEREAS, the City of Saint Anthony Village's 2025 Strategic Plan identified development of <br />an Active Transportation Plan as a priority action; and <br />WHEREAS, the City of Saint Anthony Village received a grant from the Minnesota <br />Department of Transportation (MnDOT) to develop an Active Transportation <br />Action Plan which includes a vision for "a safe, connected, sustainable, and <br />equitable active transportation network that promotes mode choice, improves <br />quality of life and environmental outcomes, and serves people of all ages and <br />abilities; and <br />WHEREAS, during community engagement for the Action Transportation Action Plan, <br />participants identified the following ways to improve safety and comfort for <br />people who walk, bike and roll: limited bike infrastructure, challenging street <br />crossings, a desire for improved public transit, a need for more sidewalks, traffic <br />and speeding concerns, and desire for better connections to parks, schools and <br />businesses; and <br />WHEREAS, the Active Transportation Action Plan identified opportunities to improve safety <br />and comfort for people of all ages and abilities to walk, bike and roll safely along <br />and across roadways owned and operated by the City of Saint Anthony Village, <br />Hennepin County and Ramsey County; and <br />WHEREAS, Hennepin County adopted an updated Complete and Green Streets policy in 2023 <br />to "provide a safe transportation network that offers strong connections through <br />multiple modes, respects the environment and improves the health and quality of <br />life for all who live, work or visit here; and <br />WHEREAS, Ramsey County approved an All -Abilities Transportation Network Policy in 2016 <br />that "ensures that the most vulnerable users of the transportation network are <br />always considered first during transportation planning and implementation" as <br />well as an All -Abilities Transportation Plan; and <br />WHEREAS, MnDOT has adopted a Complete Streets Policy and Complete Streets Handbook <br />that provides guidance on how to implement and comply with the requirements of <br />the policy. <br />
