MEMORANDUM <br />To:Saint Anthony City Council <br />From:Stephen Grittman, City Planner <br />Richard Sonterre, Code Compliance Officer <br />Date:May 12, 2026 <br />Request: Ordinance 2026-01 – City Code Updates – Final Reading <br />BACKGROUND <br />This memorandum forwards a series of proposed City Code updates for the third reading and adoption <br />by the City Council. The various topics and ordinance sections have been generated by staff through the <br />Code Committee. The Ordinance text is provided in final form based on comments of the City Council <br />during prior readings. <br />These proposed amendments were originally discussed at a City Council work session on February 24, <br />2026, and then reviewed by the Planning Commission at a Public Hearing on March 17, 2026. The City <br />Council then heard a first reading of the proposed Ordinance at its regular meeting on April 14, 2026, <br />following by a second reading on April 28, 2026. <br />The topics include: <br />Vision Triangle (Code Sections 94.06 and 154.184) <br />Administrative Penalties (Code Sections 10.20 and 10.98) <br />Mobile Food Units (Food Trucks) (Section 114) <br />Impervious Surface/Lot Coverage (Code Section 154.007) <br />Scavengers (Code Section 130.51) <br />Rodents (Definitions) (Code Section 152.05 and 151.04) <br />Amusement Devices (Code Section 114) <br />Sign Enforcement (Code Section 157.29) <br />RECOMMENDATION <br />Staff is seeking City Council approval for the third and final of three readings of the proposed code <br />amendments, and adoption of Ordinance 2026-01 <br />ATTACHMENTS <br />Proposed Ordinance 2026-01
