MEMORANDUM <br />To:Saint Anthony City Council <br />From:Stephen Grittman, City Planner <br />Richard Sonterre, Code Compliance Officer <br />Date:April 28, 2026 <br />Request: Ordinance 2026-01 – City Code Updates – Second Reading <br />BACKGROUND <br />This memorandum forwards a series of proposed City Code updates generated by staff through the <br />Code Committee. The Ordinance text is provided in redline form identifying new language and existing. <br />These proposed amendments were originally discussed at a City Council work session on February 24, <br />2026, and then reviewed by the Planning Commission at a Public Hearing on March 17, 2026. The City <br />Council then heard a first reading of the proposed Ordinance at its regular meeting on April 14, 2026. <br />While the Council made comments and raised questions at the first reading, the Council did not direct <br />any substantive changes to the Ordinance text. The staff memo supporting that first reading <br />summarized many of the primary reasons and language for each of the topics in the ordinance. <br />The topics include: <br />Vision Triangle (Code Sections 94.06 and 154.184) <br />Administrative Penalties (Code Sections 10.20 and 10.98) <br />Mobile Food Units (Food Trucks) (Section 114) <br />Impervious Surface/Lot Coverage (Code Section 154.007) <br />Scavengers (Code Section 130.51) <br />Rodents (Definitions) (Code Section 152.05 and 151.04) <br />Amusement Devices (Code Section 114) <br />Sign Enforcement (Code Section 157.29) <br />RECOMMENDATION <br />Staff is seeking comment and consideration of the City Council approval for the second of three readings <br />of the proposed code amendments. <br />ATTACHMENTS <br />Proposed Ordinance Redlines
