I <br />have organized these remarks according to the published <br />agenda to maintain clarity and alignment. <br /> <br />V. Proclamations and Recognitions <br />A. Tibet Day Proclamation: <br />The proclamation appropriately recognizes the historical and <br />ongoing human rights concerns affecting Tibetans, including <br />the commemoration of the Tibetan National Uprising and the <br />cultural preservation efforts of the Tibetan community in exile. <br /> <br />Public proclamations such as this serve an important civic <br />purpose in acknowledging global human rights concerns and <br />the cultural contributions of diaspora communities within <br />Minnesota. Thank you to the Council for recognizing this <br />observance. <br /> <br />VI. Consent Agenda <br />A. Approval of Meeting Minutes: <br />The February 24 meeting minutes summarize public comments <br />but do not reflect the full scope of questions submitted through <br />the public comment process. <br /> <br />For residents who submit written comments in advance, it may <br />be helpful to clarify whether those written materials are <br />archived alongside meeting minutes or otherwise available for <br />
