MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:April 14, 2026 <br />Request: 3803 Stinson Boulevard RFP Criteria <br />BACKGROUND <br />The City is interested in seeking proposals for development of the City owned property at 3803 Stinson <br />Blvd. Staff is looking for input from Council on the direction of the RFP. <br />The City acquired the site in 2019 and the site has been vacant since. The site was utilized as a filling <br />station until 2015. In 2025, the underground storage tanks (USTs) and canopy were removed. Due to the <br />conditions of the existing building, any proposal of the property would require the demolition of the <br />existing 7,245 square foot building. <br />Proposed Use <br />The property is 0.95 acres or 41,300 square feet. The site is zoned Planned Unit Development as a part <br />of the Silver Lake Village PUD district. The City has considered opportunities to redevelop this site, <br />including utilizing the Urban Land Institute to conduct a Technical Assistance Panel for the site and <br />surrounding properties in 2023. <br />In 2024 and 2025, Staff heard from Council and Planning Commission that the interest from the site was <br />medium density owner-occupied housing with a percentage at least at 60 percent AMI and favorability <br />towards developers who can incorporate sustainability principles. <br />Other Considerations <br />Environmental Clean-Up <br />Due to previous uses of the site, the soil is contaminated. Any development will require maintaining the <br />conditions. Grants are available to offset costs, but would require a level of effort from the developer to <br />manage. Given the existing site conditions to manage the contamination will benefit from an <br />experienced developer who is familiar with Minnesota Pollution Control Agency grants. Staff expects the <br />environmental conditions of the site to impact the interest in the site. <br />Land Trust <br />Council had previously indicated interest to Staff to accommodate affordable units on the site. <br />Affordability has consistently been one of the Council’s goals. One option that had been considered to <br />ensure affordable units of the site was to put the property in a land trust. With this model, a developer <br />would lead the development project and manage the property, but the site could remain in the City’s <br />ownership, thus guiding long term affordability. This would require additional steps and working closely <br />with Ehlers. <br />In addition, given the size of the site and input from Council, medium density is the preferred option. <br />Based on our zoning code and Council direction, Staff anticipates a reasonable development would <br />14
