April 14, 2026 Saint Anthony Council Work Session - 5 <br />City Manager Yunker stated that there are necessary teardowns, but this ordinance simply seeks to <br />prevent changing a home so significantly that it would be out of place in the neighborhood. He <br />suggested the current height and impervious surface restrictions could prevent people from doing this <br />anyway, and nothing needs to be changed. <br />Councilmember Elnagdy expressed appreciation of preserving a neighborhood's character but also <br />pointed out that personal property rights are important. There is value in containing rebuilds to ensure <br />ample yard space between houses, but unilateral decisions could be imposing. It was clarified that the <br />current minimum space between a building and a property line in single-family districts is five feet. <br />Councilmember Doolan expressed concern about the resources required to power large homes <br />sustainably. Councilmember Elnagdy asked how resource use could be restricted. Councilmember <br />Doolan suggested adding solar panels. <br />Mayor Webster asked if there is another community that incorporates sustainable building practices <br />into their teardown ordinance. City Planner Grittman says he is unsure but would be surprised if there <br />were not any. <br />Councilmember Jenson expressed interest in taking responsibility for maintaining the neighborhood's <br />character. Councilmember Elnagdy asked if the responsibility would be an HOA law. It may be <br />overstepping. Councilmember Jenson withdrew his statement. <br />Mayor Webster asked if they would like to look at height restrictions. Councilmember Jenson stated that <br />these are already in place. <br />City Planner Yunker asked whether, aside from sustainability, the teardowns they have seen have <br />caused any issues. <br />Councilmember Doolan asked if there are limits on tall buildings due to fire codes. City Planner Grittman <br />said there were not in St. Anthony. <br />Councilmember Elnagdy asked if there are any current rules for tree protection. City Manager Yunker <br />said that no tree protection rules are a part of the current ordinance. <br />Councilmember Doolan stated there were complaints about the requirements for tree replacement. City <br />Planner Grittman said that cities were certainly allowed to have tree-replacement rules, but enforcing <br />them can be difficult. <br />B.3803 Stinson Blvd Follow Up <br />Mayor Webster stated that the goal of this discussion is to focus on the City's goals for this parcel. City <br />Manager Yunker clarified that they would like to confirm the Council’s desired direction for the site so <br />that the RFP being drafted will lead to the desired outcome. At the end of the last discussion, they <br />landed on single-level or no more than two-level townhomes at this site. He asked if this still fits the <br />Council’s goals. <br />Councilmember Doolan reported that there was a comment on how this area is already quite dense. <br />Mayor Webster stated that community comments reminded her that the original design for Silver Lake <br />7
