April 14, 2026 Saint Anthony Council Work Session - 6 <br />Village was to have this parcel designated for more townhomes. Adding townhomes could add more <br />housing without large multi-level buildings. <br />Councilmember Doolan asked if affordability was discussed. City Manager Yunker stated that it was <br />discussed, but it would be a challenge on such a small site. <br />Councilmember Elnagdy commented that the current plan to add townhomes on this parcel would <br />conflict with community concerns about affordable housing. She stated that she is worried about the <br />optics of building fancy townhomes. Councilmember Jenson stated that they had previously decided <br />that they must be owner-occupied, and one to two of the homes must be in the affordable range. <br />Councilmember Doolan expressed that one to two homes being affordable is not enough. She pointed <br />out that the original plan was for all units to be affordable. Councilmember Doolan proposed adding a <br />business to expand the tax base to improve affordability. City Manager Yunker reminded the Council <br />that the original plan to develop this parcel as townhomes was based on the assumption that the Ruby <br />would be a big-box store, which would have expanded the tax base through business. <br />Councilmember Elnagdy suggested an alternative solution. She concurred with Councilmember Yunker <br />that housing is abundant in that area and that there is community interest in something else, such as an <br />indoor basketball court or a community center. Councilmember Doolan stated that the site should be <br />used to grow the tax base and produce revenue. <br />Councilmember Jenson stated that the lot's size is unfortunate and that there has not been much <br />interest in developing it. <br />Mayor Webster stated there is no clear direction from the Council on what to do with the parcel. <br />City Manager Yunker proposed either issuing an RFP for housing or for a commercial site. Issuing an RFP <br />would indicate that this parcel is available for development. The Council could also just put it up for sale <br />as it is. Councilmember Elnagdy expressed that it would be worthwhile to advertise this area for <br />commercial use. <br />City Manager Yunker stated that Staff can put out the commercial RFP. <br />3.Future Work Session Dates, Times, and Agenda Items <br />A.
