City of Saint Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />APRIL 28, 2026 <br />Present: <br />Mayor & Council: Mayor Wendy Webster, Councilmembers Lona Doolan, Nadia Elnagdy, Thomas <br />Randle, and Jan Jenson <br />Absent: None <br />Staff: City Manager Charlie Yunker, Assistant City Manager Ashley Morello, City Planner Steve Grittman, <br />Ehlers Senior Municipal Advisor Stacie Kvilvang, and Sustainability Coordinator Minette Saulog <br />Others: None <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes. <br />A.April 14th, 2026, City Council Work Session Minutes <br />Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the City Council <br />Work Session Minutes of April 14, 2026, as presented. <br />Motion carried 5-0. <br />2.Work Session Topics. <br />A.TIF Policy Discussion <br />City Planner Grittman clarified that the Tax Increment Financing Policy is one of three items highlighted <br />during Goal Setting sessions relating to housing policy. He directed the Council to preview the <br />Minnetonka TIF Policy in their packets. <br />Mayor Webster thanked City Planner Grittman for the information. She highlighted that in the past, the <br />City has used TIF for private projects that have incurred extraordinary costs and set projects at a more <br />level market position. Otherwise, TIF is often used to offset City costs necessary to accommodate private <br />development, rather than fund it directly. She provided this information to provide context for past TIF <br />usage and encouraged the Council to use it as a guide to set policies for future TIF use. <br />Councilmember Jenson asked whether there was a need for TIF and whether there would be <br />opportunities to use it in a city that is 98% built out. He stated there are few development opportunities <br />to use TIF in the future, and it may not be wise to spend significant time discussing it. He provided a few <br />examples of large projects completed recently that were accomplished without TIF. He stated that he <br />does not want to subsidize individuals building homes with TIF. Mayor Webster highlighted TIF <br />applications for parcels being redeveloped, such as the gas station site. Councilmember Jenson noted <br />that TIF policy shifts the financial burden from developers to taxpayers. He also indicated that tax <br />2
