April 28, 2026 St. Anthony Council Work Session - 2 <br />funding will likely be needed soon to renovate aging City buildings, such as City Hall or the Police <br />Department, and that this may be a more important use of tax dollars than redeveloping small parcels. <br />Councilmember Doolan stated that the conversation will remain important, citing a discussion she had <br />with a Medtronic leader and the Comprehensive Plan, which identifies areas for future redevelopment. <br />She discussed the positive impacts of TIF in the Silver Lake Village project, but noted that some of the <br />added residents shift more financial responsibility to single-family homeowners. Councilmember Doolan <br />indicated that TIF could increase the commercial tax base and address affordability issues. <br />Councilmember Jenson noted that TIF districts typically last about 25 years. <br />Councilmember Elnagdy concurred that shifting the burden to taxpayers must be justified and that prior <br />discussions were not comprehensive enough regarding expectations. She stated that she felt it was <br />important to start the conversation on TIF policy now so that general criteria can be in place if the <br />opportunity to use TIF presents itself, and that specific details could then be clarified. Councilmember <br />Elnagdy expressed that expectations for developers using TIF would have to be very high, possibly higher <br />than those in Minnetonka. <br />Councilmember Randle expressed his historical disdain for TIF usage. He asked whether they could <br />reallocate the current TIF district funds back into the tax levy. He agreed with Councilmember Jenson <br />that there are limited areas for future development in St. Anthony. Mayor Webster noted potential <br />areas for future development, the largest being the shopping center area. He again concurred with <br />Councilmember Jenson and stated that they should use the money to fund City projects that are <br />necessary right now. Mayor Webster informed him that the money is not currently available, but would <br />instead be obtained if TIF were in place by freezing property taxes and using the excess to fund TIF <br />projects. <br />Councilmember Doolan noted that when the TIF district in Silver Lake Village closes, it could bring in <br />additional income. She stated that she believed it would be beneficial to discuss the structure of the <br />Minnetonka policy in relation to their own, even if only for future opportunities. <br />Ehlers Senior Municipal Advisor Kvilvang confirmed that when Silver Lake Village decertifies, there will <br />be new capacity to levy against. She clarified that the Minnetonka TIF policy covers more than <br />affordable housing. Staff is seeking to determine the Council’s preferences for the kinds of <br />developments TIF policy should include. She reminded the Council that even if someone meets the <br />requirements for TIF use, the Council is not required to allow it. <br />City Manager Yunker stated that this topic had been discussed previously, specifically relating to <br />affordable housing. A policy like this can communicate to developers what the City wants. He <br />highlighted that allowing someone to use TIF and writing the policy are two different discussions. <br />Councilmember Randle asked if putting restrictions on developers would discourage them from doing <br />business with the City. City Manager Yunker stated it is difficult to tell, but determining if the market can <br />absorb the City’s goals is important. <br />Councilmember Doolan highlighted that defining objectives and outcomes from TIF is beneficial and <br />could also assist with their Comp Plan for 2050. She noted that TIF could assist the City in meeting goals <br />they are struggling with, such as affordable housing for senior citizens. <br />3
