April 28, 2026 St. Anthony Council Work Session - 3 <br />Councilmember Jenson asked how the Council can determine the allowable guidelines and guardrails for <br />TIF use. City Manager Yunker stated that his question is very broad and difficult to answer, but that <br />referencing the Minnetonka guidelines could be beneficial. Councilmember Jenson asked if they could <br />have more examples to use as references. City Manager Yunker confirmed they could, but finding cities <br />comparable to St. Anthony is difficult. <br />Councilmember Jenson asked if Stacy could provide some guidelines. She stated that she would be able <br />to present guidelines that Staff could improve upon, which could provide Council with a better point of <br />reference. <br />Councilmember Doolan indicated that the Met Council and the Comp Plan have good data to identify <br />areas of need. She asked whether a shorter TIF duration could be provided if a project is highly aligned <br />with the City's goals. She stressed the importance of concretely outlining goals for a situation like this. <br />City Manager Yunker proposed that Staff prepare additional information on the TIF policy, and that the <br />Council review it later to determine whether it aligns with the goals they had in mind. <br />Mayor Webster confirmed with the Council that they are interested in outlining a policy, but are unsure <br />of the details at this time, and would like more information. <br />Councilmember Doolan highlighted a few areas of consideration, including local housing needs, <br />development, and affordable housing relative to tax burden, Met Council goals, and feasible strategies <br />for the City. She also highlighted the need to focus on how St. Anthony can utilize County resources, <br />such as the HRA, to reduce the burden on St. Anthony citizens. <br />B.Sustainability Initiatives Discussion <br />Sustainability Coordinator Saulog highlighted the City’s little-to-no-cost progress on the Climate Plan. <br />She informed Council that the goal of today’s discussion is to inform Staff on how to proceed with <br />Climate Plan items that may require incentives and funding, specifically whether Council is open to <br />budgetary funding for these items. She clarified that Staff does not need a line-by-line discussion of <br />options, but is more interested in confirming the Council’s opinion on more permanent budgetary <br />allowances. <br />Assistant City Manager Morello clarified that the main question is whether a section of the budget <br />should be specifically allocated to Climate Plan action. <br />Councilmember Jenson asked if the goal was to set aside funds for City projects or resident projects. <br />Sustainability Coordinator Saulog stated that both are possible and that Staff would appreciate <br />clarification on this moving forward. <br />Councilmember Randle asked again if it was being proposed that funds could be used for personal <br />projects. Mayor Webster clarified that they were seeking the Council’s opinion on this and if a cost- <br />sharing model could be introduced to incentivize residents to follow Climate Plan action items. She <br />provided an example of offering residents who purchased an energy-efficient refrigerator a 20 dollar <br />rebate. <br />Councilmember Elnagdy stated that the Council has already committed to the Climate Plan Action Items <br />and that it could appear hypocritical not to fund them.
