MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Jeff Spiess, Police Chief <br />Date:May 26, 2026 <br />Request: Resolution 26-040 – Approving a Joint Powers Agreement between the City of <br />Saint Anthony Village and the Minnesota State Agricultural Society for 2026 <br />Minnesota State Fair Law Enforcement Services <br />BACKGROUND <br />The Minnesota State Fair generates a substantial increase in traffic, pedestrian activity, parking <br />enforcement, calls for service, and investigative workload within areas served by the St. Anthony Police <br />Department in the City of Falcon Heights. <br />The attached Joint Powers Agreement establishes reimbursement from the Minnesota State Agricultural <br />Society for enhanced public safety services provided by the St. Anthony Police Department during the <br />2026 Minnesota State Fair. The agreement provides reimbursement for personnel, vehicle operations, <br />investigations, traffic management, parking enforcement, and administrative support costs directly <br />attributable to State Fair operations, in an amount not to exceed $49,812.84. <br />RECOMMENDATION <br />Staff recommends approval of the attached Joint Powers Agreement with the Minnesota State <br />Agricultural Society related to enhanced public safety services during the Minnesota State Fair. <br />ATTACHMENTS <br />Joint Powers Agreement <br />Resolution 26-040 <br />31
