J O I N T P O W E R S A G R E E M E N T R E G A R D I N G L A W E N F O R C E M E N T <br />S E R V I C E S <br />R E L A T E D T O T H E 2 0 2 6 M I N N E S O T A S T A T E F A I R <br />This Agreement, dated as of _______, 2026, is between the Minnesota State Agricultural Society <br />(“Society”) and the City of St. Anthony Village, acting through the St. Anthony Police <br />Department (“City” or “SAPD”). <br />RECITALS <br />The SAPD, under Minnesota Statutes Section 471.59 is empowered to provide assistance as <br />deemed necessary. <br />The Society, under Minnesota Statutes Sections 37.20 and 471.59, is empowered to seek <br />assistance as deemed necessary. <br />1.TERM OF AGREEMENT <br />Effective Date: August 27, 2026 <br />Expiration Date: September 7, 2026 <br />This ”Term” includes reasonable pre-event preparation and post-event investigative and <br />administrative work. <br />2.BACKGROUND AND PURPOSE <br />The Minnesota State Fair generates a substantial and predictable regional public safety impact <br />extending beyond the fairgrounds, including increased traffic congestion, pedestrian volume, <br />parking demand, calls for service, and criminal activity. As the contracted law enforcement <br />provider for Falcon Heights, SAPD experiences a direct operational burden associated with these <br />impacts. To maintain public safety and service levels, SAPD must deploy additional personnel, <br />equipment, investigative resources, and administrative support. This Agreement establishes a fair <br />and reasonable mechanism for the Society to reimburse SAPD for those necessary and directly <br />attributable public safety services. <br />32
