Planning Commission Regular Meeting Minutes <br />March 17, 2026 <br />Page 4 <br />1 who places property at the curb, designating that property as “Free”, such a sign would <br />2 constitute permission of the property owner for others to help themselves to the property. This <br />3 activity would be consistent with the proposed language. This amendment removes the City <br />4 licensing requirement but retains the regulatory requirements for this activity. <br />5 <br />6 Ms. Morello noted that, to her knowledge, no one has ever inquired about a scavenger license. <br />7 The consensus of the Commission was to proceed with the proposed changes. <br />8 <br />9 Rodents – This language closes a missing definition loophole from prior amendments, <br />10 establishing what animals fall into this class for purposes of housing maintenance and rental <br />11 housing operations. <br />12 <br />13 The consensus of the Commission was to proceed with the proposed changes. <br />14 <br />15 Amusement Devices – The Council’s discussion noted that while this section is being <br />16 deleted, it has the effect primarily of removing the City’s licensing requirements for such <br />17 businesses. Those businesses are still allowed in the City’s commercial district as <br />18 entertainment venues. <br />19 <br />20 Commissioner Anderson noted that one of the capstone projects to be presented is for an <br />21 arcade. Mr. Grittman stated that this does not prevent the businesses. <br />22 <br />23 The consensus of the Commission was to proceed with the proposed changes. <br />24 <br />25 Sign Removal – 157.29 ENFORCEMENT REMOVAL AND DISPOSAL. All signs greater <br />26 than six (6) square feet per side and within a Commercial, Light Industrial, Planned Unit <br />27 Development, Townhomes, or Multiple Dwellings zoning district shall be subject to the <br />28 requirements of this subsection. <br />29 <br />30 Chair Socha suggested some clarification on the wording. <br />31 <br />32 The Planning Commission has held a public hearing to receive comments and <br />33 recommendations, after which the proposed ordinances would return to the City Council for <br />34 the first of three readings in consideration of adoption. <br />35 <br />36 Chair Socha closed the public hearing at 8:25 p.m. <br />37 <br />38 Mr. Sonterre stated that if there is an appeal and the hearing goes your way, you will get the <br />39 money put down for the hearing cost. Commissioner Fleming stated the language should be <br />40 reviewed and modified. <br />41 <br />42 Commissioner Christu noted there are spots in the code where City is not capitalized. <br />43 <br />44 Motion by Commissioner Anderson, seconded by Commissioner Christu, to approve proposed <br />45 modifications with revisions to the City Code as discussed. <br />46
