Any licensed ADU must demonstrate <br />compliance with the City’s existing off-street <br />parking requirements for the principal <br />dwelling (2 spaces, at least one of which must <br />be enclosed), plus one additional off-street <br />parking space for the ADU. <br />(e)Floor Area. ADUs shall contain no less than <br />400 square feet of habitable space, and a <br />maximum of 600 square feet. Occupancies <br />shall be limited to no more than 2 adult <br />occupants of 19 years of age or greater, along <br />with dependent minor children less than 19 <br />years of age. <br />All building codes shall apply to the ADU. In <br />this regard, total occupancy may be no <br />greater than one person for the first 150 <br />square feet, one person per each additional <br />100 square feet. <br />For reference, current code sets <br />a minimum of 500sf for <br />“efficiency” units in multi-family <br />buildings, and 650sf for one- <br />bedroom apartments. The code <br />further sets a minimum of 750sf <br />for 2-story single family homes, <br />900sf for 1-1/2 story single family <br />homes, and 1,000sf for 1-story <br />homes. <br />The total occupancy citation is <br />from the State Building Code. <br />Thus, a 400 square foot dwelling <br />may house 3 persons (two adults <br />and one child), and a 600 square <br />foot dwelling may house 5 <br />persons (2 adults and 3 children). <br />The current ordinance limits <br />major accessory buildings to a <br />maximum area of 1,000 square <br />feet (a 4-car garage). The Council <br />may wish to discuss whether this <br />may be expanded for ADUs, or <br />retain the 1,000sf maximum. <br />(f)Accessibility and Egress. ADUs shall be <br />provided with at least one exterior entrance <br />from the outside to the living space, and one <br />additional access to the exterior (door or <br />window) from any sleeping area in the unit. <br />Exterior stairs may provide one access from <br />upper-level units where such stairs are <br />This clause addresses emergency <br />escape and access, including an <br />allowance for an exterior <br />stairway.
