MEMORANDUM
To:Saint Anthony Village City Council
From:Minette Saulog, Sustainability Coordinator
Date:June 9, 2026
Request: Resolution 26-044 – Authorizing Staff to Enter an Agreement with the
Metropolitan Council to Accept a Water Efficiency Grant
BACKGROUND
In April 2026, City staff applied for the 2026-2028 Water Efficiency Grant Program through the
Metropolitan Council. The City was notified that it is being awarded $34,000 to participate in this
program between July 1, 2026 and June 30, 2028.
The Water Efficiency Grant Program helps fund activities that reduce existing water use at different
types of properties. Municipalities design and operate their own public-facing rebate or grant programs,
which are funded by the Met Council with pass-through funds from the Clean Water Land & Legacy
Amendment. Municipal projects are also eligible in this upcoming grant period.
The Met Council will provide 80% of the program cost; the municipality must provide the remaining 20%
of the program cost. Participating communities will be required to submit quarterly reimbursement
requests and provide actual or estimated water savings achieved through this program for Clean Water,
Land & Legacy Amendment reporting.
This opportunity relates to the Climate Plan Water initiative to reduce overall water consumption,
provide education on water saving practices, and promote modern upgrades and fixture repairs for
more efficient water usage.
PROGRAM DESIGN
Eligibility Criteria
Eligible activities include the replacement of older model toilets, showerheads, washing machines,
dishwashers, or faucets/faucet accessories with newer efficient models certified US EPA WaterSense or
Energy Smart.
Additional criteria include:
Purchase and replacement of devices must take place between July 1, 2026 and June 30, 2028.
Rebate is for the cost of the device only and excludes sales tax and installation/labor costs.
New construction and new developments are not eligible for this program.
Device must replace an already-existing water fixture (i.e. not a brand-new connection for an
additional toilet, sink, etc).
The rebate will be issued as a check from the City to the resident in approximately 4 weeks.
Must be an existing City of Saint Anthony Village water customer with a non-delinquent
account.
General rebates are limited to a maximum of $500 per household.
Property must be located in the City of Saint Anthony Village.
