MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Minette Saulog, Sustainability Coordinator <br />Date:June 9, 2026 <br />Request: Resolution 26-044 – Authorizing Staff to Enter an Agreement with the <br />Metropolitan Council to Accept a Water Efficiency Grant <br />BACKGROUND <br />In April 2026, City staff applied for the 2026-2028 Water Efficiency Grant Program through the <br />Metropolitan Council. The City was notified that it is being awarded $34,000 to participate in this <br />program between July 1, 2026 and June 30, 2028. <br />The Water Efficiency Grant Program helps fund activities that reduce existing water use at different <br />types of properties. Municipalities design and operate their own public-facing rebate or grant programs, <br />which are funded by the Met Council with pass-through funds from the Clean Water Land & Legacy <br />Amendment. Municipal projects are also eligible in this upcoming grant period. <br />The Met Council will provide 80% of the program cost; the municipality must provide the remaining 20% <br />of the program cost. Participating communities will be required to submit quarterly reimbursement <br />requests and provide actual or estimated water savings achieved through this program for Clean Water, <br />Land & Legacy Amendment reporting. <br />This opportunity relates to the Climate Plan Water initiative to reduce overall water consumption, <br />provide education on water saving practices, and promote modern upgrades and fixture repairs for <br />more efficient water usage. <br />PROGRAM DESIGN <br />Eligibility Criteria <br />Eligible activities include the replacement of older model toilets, showerheads, washing machines, <br />dishwashers, or faucets/faucet accessories with newer efficient models certified US EPA WaterSense or <br />Energy Smart. <br />Additional criteria include: <br />Purchase and replacement of devices must take place between July 1, 2026 and June 30, 2028. <br />Rebate is for the cost of the device only and excludes sales tax and installation/labor costs. <br />New construction and new developments are not eligible for this program. <br />Device must replace an already-existing water fixture (i.e. not a brand-new connection for an <br />additional toilet, sink, etc). <br />The rebate will be issued as a check from the City to the resident in approximately 4 weeks. <br />Must be an existing City of Saint Anthony Village water customer with a non-delinquent <br />account. <br />General rebates are limited to a maximum of $500 per household. <br />Property must be located in the City of Saint Anthony Village.
